REACH Community Development is deeply disappointed by the 9th Circuit’s decision to pause protections for Gray’s Landing, allowing federal agents again to use tear gas and chemical munitions near our residents.

These harmful tactics have already impacted seniors, veterans, families, and people with disabilities—and as a nonprofit, REACH cannot shoulder the cleanup and damage alone.

We will continue pursuing our resident‑led case against DHS and ICE to protect Gray’s Landing and the South Waterfront community. We appreciate your support as this case moves forward: reachcdc.org/donate

Our 2025 Impact Report is here! Thanks to the strength of our community, this year we supported 3,500+ residents, stewarded 2,600+ affordable homes, opened new communities like Dartmouth Crossing North, and advanced major developments including Camas Meadows and 73Foster.

We also expanded resident focused services—from credit building and job readiness support to homeownership counseling—helping families build long term stability.

Today, we welcomed U.S. Senator Ron Wyden to Gray’s Landing. He met with residents and staff to hear firsthand what our community has been experiencing and to offer support during an incredibly challenging time.

Gray’s Landing residents continue to navigate the impacts of ongoing activity near the ICE Building. Many are living with damaged windows, disrupted air quality, and prolonged stress.

For 53 years, Sheryl rented her Southeast Portland home from REACH — the home where she raised her family, tended her garden, and built a life.

In 2025, when REACH transitioned its single‑family rentals into new homeownership opportunities, Sheryl was offered the chance to buy the home she loved. With guidance from our homeownership team, she said yes — turning decades of stability into ownership, equity, and a powerful legacy.

Her words say it best: “I feel like I lost a thousand pounds. This is mine.”

Today, Gray’s Landing residents won a major victory for safety, dignity, and the right to a peaceful home.

A federal court has ordered DHS to stop deploying tear gas and other chemical munitions in ways that expose residents to toxic substances inside their homes.

This decision protects our community and reinforces that everyone deserves to feel safe where they live.

We are deeply grateful to the residents who bravely came forward, and to the many supporters who stood with Gray’s Landing.

For months, residents of Gray’s Landing — including families, seniors, and veterans — have faced repeated exposure to tear gas drifting into their homes from activity at the ICE facility across the street. Their lived experiences were featured in a powerful New York Times article today.
