There are several factors that can influence their oral health, and addressing these factors is essential for promoting good dental hygiene and preventing oral health issues.

LEGISLATIVE ALERT-20% RULE-sent 2/13/24
SB103, which eliminates the 20% rule, was passed out of the Senate Committee on Public Health on a 5-4 vote. Chairman Gossage voted YES to break the tie & send the bill to the full Senate for potential debate. The KDA team & our lobbyists will work with Senate leaders to keep the bill from being voted on but we need YOU to email your SENATOR & encourage them to vote NO on SB103.
The KDA has put together talking points below. You are encouraged to add your own ideas to personalize your comments. Please be sure to be respectful to your fellow dentists.
Talking Points-Vote NO on SB103!
SB 103 removes the law (KSA 65-1435) that requires a dentist practice owner to be in the office 20% of the time clinical dentistry is being performed.
~[It] is a unique requirement for dentistry; it exists for a reason-to ensure that dentist-owners are engaged in providing oversight to their employee-dentists & the patients they serve.
~[It] protects the dentist-patient relationship & is, ultimately, best for the patients of Kansas who are your constituents.
~[It] creates an intentional barrier to promote a balance between the expansion of dental practices & maintaining excellent dental care for the KS citizens.
~Removal of the rule will be a blow to small business owner private practice dentists who work, live & support large & small communities across KS. (discuss how many employees, payroll & other ways you support your hometown KS community)
~Removal of the rule will promote investor-controlled dental franchisers or dental support organizations (DSOs) who are seeking ways to expand into KS unchecked.
~DSOs are currently allowed to operate in KS with dentist owner(s) who must abide by the 20% rule.
~10% of dentists in KS are affiliated with a DSO. In other words, DSOs can & do exist in KS at a rate equal to most states regardless of the 20% rule.
~More DSOs do not equate to more dental access for Kansans as DSOs tend to gather in large metropolitan areas & very few accept Medicaid.
~DSOs in KS are currently located in Hutchinson, KC, Lawrence, Manhattan, Olathe, Overland, Roeland Park, Topeka, & Wichita.
