Address Line 1 is not always the first line of an address.
USPS equipment reads addresses from the bottom up: city, state, and ZIP first, then the primary address line, then secondary details like a unit number, then the name and company on top.
Get that order wrong and the consequences aren't cosmetic. Adam Collinson cites a case where a basement apartment labeled “B” sat below the street address instead of above it. Automated equipment read “B” as a street name in a city where one existed, and the mail looped indefinitely until someone caught it by hand.
Structure isn't a formatting preference. It's what the equipment reads.

Not all undeliverable mail is handled the same way.
Letters and postcards get evaluated for an 11-digit ZIP in the barcode. If a change-of-address is on file matching the name, the piece is intercepted through the Postal Automated Redirection System, no human required.
Flats and packages don't get that treatment. Anything not intercepted, plus every undeliverable flat and parcel, goes to the delivery unit. A carrier has to manually spot the COA or Nixie on the street and bring it back for forwarding or return.
There are two very different odds of a clean resolution.
