It is against the law to pass cars that are stopped for a pedestrian in a crosswalk.
Drivers can avoid this very dangerous scenario by stopping your car a good distance away from crosswalks. When vehicles yield further back, sight lines stay open so a crossing pedestrian and approaching car can see each other.
