🚨 HR 4145 Is One Step Closer to Passing 🚨

Today, HR 4145 moved one step closer to becoming law. Whether you have been following this closely or are just now hearing about it, this is the time to pay attention.

If passed, this measure will significantly change the process for purchasing fi****ms in Oregon, including implementing a permit to purchase system. That means mandatory training, application processes, and additional layers of approval before you can exercise your constitutional rights.

Now is the time to contact your representatives. Respectfully let them know where you stand. Regardless of party affiliation, they work for you. Make your voice heard.

Important reminder

If you already have your Oregon CHL, you will be able to skip the class portion of the permit to purchase requirement under the current structure of the bill.

If you do not have your CHL yet, it is not too late, but time matters.

If this bill passes, classes across the state will fill up very quickly. We saw this happen before. Waiting until the last minute may leave you scrambling for availability.

I have an upcoming Oregon and Utah Combined CHL class, and seats are limited. If you have been thinking about getting your CHL, now is the time to act.

In case you missed it, Rep. Jason Kropf was about to lose the vote on HB 4145. Before the vote could be finalized, he called a recess and took Rep. Tran outside for approximately ten minutes. When she returned, she appeared visibly shaken and emotional, and the vote was recalled. Rep. Tran then changed her vote.

Regardless of intent, this raises serious concerns about coercion, improper pressure, and the integrity of the legislative process.

This is not about politics. It’s about ethics, transparency, and the rule of law.

Each vote matters. Private conversations during an active vote that result in a changed outcome undermine public trust and should never be tolerated.

Oregonians deserve better. There is currently a push for disciplinary action related to this incident. If you’re an Oregonian, please consider emailing Rep. Kropf to respectfully express your concern and disappointment.

Oregon Fi****ms Law Update – HB 4145 (Informational)

The Oregon Legislature is considering House Bill 4145, which modifies parts of Measure 114 that voters passed in 2022.

If HB 4145 is passed and signed:

• The permit-to-purchase system remains, but is delayed until January 1, 2028
• Background checks continue as they do now
• Oregon CHL training is officially recognized as acceptable training for the future permit requirement
• Permit records and applicant information are not public records
• Fees and processing timelines are increased to allow agencies to administer the system
• The large-capacity magazine restriction remains in law, but cannot be enforced while court injunctions are in place
• Active and certain retired law enforcement officers are exempt from some requirements

This bill was not a new ballot measure it is a legislative modification of Measure 114. No additional public vote is required.

🔎 Bottom line:
HB 4145 delays implementation, clarifies training and exemptions, and keeps current court protections in place while legal challenges continue.
