Is it OK to download a photo you found on FB, then re-post it elsewhere?

In most cases, probably not. The best thing to do when you find something you want others to see is to share it. Remember, most photos are owned by the photographer unless otherwise agreed to.

Sharing preserves the attribution of the photo. Downloading it will almost certainly violate the copyright, which is a special protection of intellectual property inherent to the photograph. So, if you want to share a photo, use the FB Share action located in the post. That will help you avoid violating copyrights and help the photographer by ensuring his work is given proper attribution.
