Our vision is for post conflict communities and g7+ nations to transition from fragility to stability and Monaco organizations.

The FPCD is a boutique NGO that was founded in 2005 to help achieve the United Nations Millennium Development Goals. As the international community has evolved, so has FPCD and the organization’s focus shifted in 2015 to assist in fulfilling the newly defined UN’s “Post 2015 Development Agenda.”

The FPCD is managed by a lean team of volunteers from around the world: The CEO manages operations, with support from four Board Directors, UN representatives, and interns between the U.S. The FPCD is also supported by the International Advisory Board, a cohort of international leaders in peace and development who support the initiatives and projects of the FPCD. Our core team brings together individuals that have dedicated their life’s work to peace and progress through many different disciplines including executive leadership advising, philanthropy, environmental advocacy and sustainability, communications, and government affairs. Our impact has a multi-disciplinary approach that will allow for holistic, solutions-based, and high impact work in the area of maternal health and youth empowerment.

🌐 UN 3.1 | MODERATING THE CONVERSATION

We are pleased to have Muriel Bubbio, FPCD Monaco President, moderate UN 3.1: From Symbol to Systems, our UNGA81 side event on 23 September 2026 at the Permanent Mission of Monaco to the United Nations in New York.
This conversation builds on UN 3.0, convened during CSW70, and moves the discussion one step further.

The question we will explore together is simple, but fundamental:
How do we move from symbolic inclusion to systems that meaningfully connect institutions, civil society, youth, post-conflict communities and action on the ground?
For Muriel Bubbio, this is at the heart of the UN 3.x Series: moving from representation to participation, from aspiration to implementation, and from isolated initiatives to connected impact.

We are looking forward to bringing together perspectives from the UN system, civil society, leadership, youth, evaluation, civic technology, and fragile and post-conflict contexts, and to creating a conversation that is as open and interactive as possible.

🌐 UN 3.1 STRATEGIC VOICE | Sara Rashid

Global systems matter only if they ultimately improve the lives of people and communities.
We are pleased to welcome Sara Rashid, President of Kurdistan Save the Children - KSC, as a Strategic Voice at UN 3.1.

Sara will bring the conversation back to the lived realities of children, families and communities affected by conflict, and to the question of how global commitments can better respond to those realities.

Her perspective will provide an important bridge between institutional ambition and action on the ground, particularly in fragile and post-conflict contexts.
Her intervention will close our Strategic Voices segment before we open the conversation to the audience for Q&A.

We are delighted that Dr. Anino Emuwa, Founder of 100 Women@Davos and Managing Director of Avandis Consulting, will contribute to UN 3.1: From Symbol to Systems as a Strategic Voice through a specially recorded video message.

Her intervention will address a central question at the heart of UN 3.1:
What leadership, partnerships and systems are required to turn inclusion and global commitments into meaningful impact?
As the international community moves from representation toward implementation, leadership and partnership models must also evolve. They must become more inclusive, connected, adaptive and capable of translating ambition into action.
Dr. Emuwa’s contribution will bring a strategic perspective on the conditions required to move from symbolic inclusion to systems that can deliver real and lasting impact.

🌐 UN 3.1 PANELIST SPOTLIGHT | Colton Rothwell, M.S.

There can be no meaningful conversation about the future of multilateralism without the voices of the generation that will inherit it.

We are delighted that Colton Rothwell, United Nations Representative and Head of Delegation for the Foundation for Post Conflict Development, will join the UN 3.1 panel.
Colton will bring the perspective of youth and future generations to a discussion focused on moving young people from symbolic representation toward meaningful participation in multilateral decision-making and implementation.

The Pact for the Future places future generations at the center of the global agenda. UN 3.1 asks what this should look like in practice.

Moving from symbol to systems also requires us to ask a fundamental question:
How do we know whether change is actually happening?
We are delighted to welcome Elizabeth “Liz” DiLuzio, Co-Founding Principal of Evaluation + Learning Consulting, to the UN 3.1 panel.

Liz will bring an essential perspective on evaluation, learning and impact, helping us explore how new approaches to participation, civic action and multilateral cooperation can move beyond good intentions toward credible and measurable outcomes.

At UN 3.1, impact is not the end of the conversation. It is part of the architecture.

🌐 UN 3.1 PANELIST SPOTLIGHT | Jeni Craswell, MA

What kind of leadership is required for the next phase of multilateralism?
We are pleased to welcome Jeni Craswell, President and CEO of Leadership Eastside, to the UN 3.1 panel.

Jeni will bring a leadership and organizational transformation perspective to our conversation, exploring how institutions can become more adaptive, participatory and capable of navigating change.
If we want to move from symbolic inclusion to structural participation, systems must evolve. But so must leadership.

That question will be at the heart of UN 3.1: From Symbol to Systems.

🌐 UN 3.1 PANELIST SPOTLIGHT | Habib Ur Rehman Mayar

Global systems cannot be redesigned without listening to countries and communities that have experienced fragility and conflict.

We are honored to welcome Habib Ur Rehman Mayar, Deputy General Secretary of the g7+ (Group of Seven Plus) Secretariat, to our UN 3.1 panel.

Habib will bring the perspective of fragile and conflict-affected countries, with a focus on local ownership, country-led solutions and the importance of ensuring that multilateral frameworks respond to lived realities.

UN 3.1 is about connecting global ambition with implementation. That requires making sure post-conflict and fragile contexts are not simply part of the conversation, but part of shaping the systems themselves.
