Among the state's ten major regions, the eight-county San Joaquin Valley region consistently ranks last or next-to-last in every major indicator of well-being: education, unemployment, earnings, naturalization, health, air pollution. Yet at the same time, we also have the highest rate of population under the age of eighteen--which means that the Central Valley is also the future of the state.
