Disability Innovation Hub
The Disability Innovation Hub is an all ages membership community located in downtown Littleton.
It welcomes members who are neurodivergent or have disabilities, as well as professional providers.

The Disability Innovation Hub will be concluding its operations. While this chapter is coming to a close, it also marks a thoughtful transition that allows the space to continue serving the community in a more sustainable way.
Beginning February 1, 2026, Karuna Care Services (KCS) will transition into the Hub space. Karuna Care Services is a state-approved Program Approved Service Agency (PASA) that has served the intellectual and developmental disability community since 2013 and will be expanding services into the Littleton and South Metro Denver area. Through this transition, the space will continue to support individuals and families through Medicaid-billable, home- and community-based services.
While the Hub itself is closing, the work and connections built here do not end. Maureen will continue her work through Navigating Disability Colorado, which will now operate from a home office. Navigating Disability Colorado will remain a resource for families seeking support with Medicaid, waivers, and disability-related services.
Thank you to everyone who showed up, participated, supported, and believed in the Disability Innovation Hub. We are truly grateful for the community that made this possible.

HCPF received a favorable decision from the IRS difficulty of care for CFC on December 12, 2025.
Difficulty of Care for Community First Choice Update- An updated memo will soon be posted to the HCPF website with additional information.
BELOW IS FROM HCPF COMMUNICATION:
Colorado implemented the Community First Choice (CFC) program on July 1, 2025. With this new program, select services were moved from 1915(c) Home and Community Based Services (HCBS) Waivers to 1915(k) Community First Choice. Under 1915(c) HCBS Waivers, select services qualified for Difficulty of Care (DOC) payments. In February, the Department of Health Care Policy and Financing (HCPF) requested a Private Letter Ruling (PLR) from the Internal Revenue Service (IRS) asking for a decision on whether DOC payments are allowed under Colorado’s CFC program. HCPF received a favorable decision from the IRS on this request on December 12, 2025. The IRS indicated that payments for select CFC services to live-in caregivers can be considered DOC payments excludable from federal income tax under § 131 of the Internal Revenue Code.
While HCPF awaited a PLR from the IRS, many provider agencies and FMS vendors began withholding income tax from caregiver wages paid under CFC in case the IRS ruling was not favorable. With this ruling, provider agencies and FMS vendors should reconsider this practice as income tax no longer needs to be collected from DOC qualifying wages.
An updated memo will soon be posted to the HCPF website with additional information. Since HCPF cannot provide legal or tax guidance, we recommend that you consult a tax professional with any additional questions. You can also visit the Colorado Department of Revenue’s website for low cost and free tax resources.

Join us for the premiere of 2052, created in collaboration with SeriesFest and hosted by our amazing partners at Brewability and Pizzability, an inclusive business which employs disabled staff, are opening their space for this special screening.
