The Chief of Naval Operations Daryl Caudle released CNOte #8, titled the “Continuous Improvement as Warfighting Advantage,” reinforcing that the Navy’s enduring edge is its ability to learn, adapt, and improve faster than any adversary. Building on “The Way We Fight” (CNOte #4), the message outlines the Navy’s push to institutionalize continuous learning across the Fleet through the Tiered Learning System (TLS) — transforming lessons from operations, exercises, maintenance, and near misses into rapid, Fleet-wide improvements that strengthen readiness, resilience, and lethality.
