Although President Abraham Lincoln issued the Emancipation Proclamation on Jan. 1, 1863, declaring the end of enslavement in the Confederate states in rebellion, the executive order wasn’t fully implemented until June 19, 1865, when enslaved people in Galveston, Texas, the last bastion of slavery, learned they were free.

Since 1958, AARP has served the needs of senior citizens with health insurance, legislative advocacy and benefit discounts on prescription drugs, travel and dining, among others. Locally, Frederick County’s own chapter of the organization (AARP Frederick Chapter 636) formerly known as the American Association of Retired Persons provides additional support to seniors with monthly networking luncheons, referrals to local services and travel opportunities. Paula Blundell, a longtime local chapter member, discusses AARP’s origins and how the organization helped shape Medicare and other national programs vital to seniors’ quality of life.
