The message was simple: America keeps repaving the same roads. It doesn't have to.
ACE XP is rebar for asphalt — aramid fiber, the same fiber family as Kevlar®, added at the plant in seconds per ton. No new equipment for agencies. No change to how roads get built. Just pavement that lasts years longer, which means more miles paved on the same budget, fewer repaving cycles, and fewer crews standing in live traffic.
We took that case to both sides of both authorizing committees: the offices of Sen. Kevin Cramer, Chairman of the Senate EPW Transportation & Infrastructure Subcommittee; Rep. David Rouzer, Chairman of the House Highways & Transit Subcommittee; Rep. Rick Larsen, Ranking Member of House T&I; Reps. Salud Carbajal and Mike Levin; Sens. Alex Padilla, Adam Schiff and Jim Banks; majority and minority staff at Senate EPW; House Highways & Transit majority staff; and Deputy Administrator Jay Payne at FHWA. Plus time with NATSO and SIGMA on the freight side.
The timing matters. The continuing resolution moving through the Senate would extend surface transportation programs through December 11, keeping highway and transit dollars flowing past the September 30 expiration and buying Congress time on a long-term bill. Our industry letter went in alongside 60+ organizations urging leadership to hold FY26 funding levels steady in any short-term patch.
Our ask as reauthorization comes together: an innovation provision directing FHWA to encourage state and local agencies to adopt advanced pavement technologies and durability-enhancing materials through open specification — mirroring the innovation focus of the House-passed BUILD America 250 Act.
Thank you to every office that gave us time and asked hard questions. Longer-lasting roads shouldn't be a partisan idea — and in two days of meetings, it wasn't.

Six years. One crack seal.
Kilgore Contracting placed a 2″ ACE XP™ overlay in American Fork, UT in 2020. A nearby street got a full rip-and-replace with lime-treated base in 2021.
The score after six Utah winters:
