Adams 12, the district that serves part of Westminster, referred 514 students to law enforcement last year. That's the highest rate among large Front Range districts. Denver Public Schools, with nearly three times the students, referred 38.

The district says the number is inflated. For years it logged routine school resource officer consultations as formal police referrals, which state law doesn't count. Officials say they'll rewrite the policy by early next school year.
