Condensation, fogginess, or signs of water between the panes of a window are signs that the seal has been broken. This particular window has been broken in the upper right light. If you find windows in a home that doesn't appear clear pay attention. Windows are very expensive now

Exterior in-use boxes or electrical fixtures should be caulked on the top and sides to prevent water intrusion. The reason for leaving the bottom open is to prevent water retention. Even on this box with the foam it is possible for water to get in. Caulking and sealant is not permanent and will need to be monitored and repaired.

As a general rule, condensation is bad. Unless you are actively dehumidifying or using various means to cool your structure that are designed to deal with condensation, it is best to prevent it as much as possible.
