Policy Change Threatens Access to Trusted Medicare Part D Guidance

Independent health insurance agents are more than just professionals—they are pillars of their communities. Threatening their livelihood, and prohibiting their ability to earn, contribute to local economies, support their families, and provide vital services to seniors navigating the complexities of Medicare Part D is unacceptable. Recent decisions by insurers to refuse to compensate them will disrupt this essential support.

Why This Matters:

👥 Senior Support: These professionals ensure that seniors and vulnerable populations receive the personalized guidance they need to make informed healthcare decisions.

💊 Complex Coverage: Medicare Part D plans have become increasingly complex, demanding agents who possess up-to-date knowledge, undergo continuous training, and dedicate significant time to educating their clients on the best coverage options available.

🏘️ Community Impact: Agents and brokers use their earnings to uplift their communities—investing in local businesses, supporting educational opportunities for their children, and enhancing the lives of those they serve. Their success directly benefits the well-being and growth of their communities.

A Call for Dialogue: NABIP invites the industry leaders responsible for making these decisions to join us at the table to discuss how we can work together to ensure that no senior or family is left behind. It’s essential that we find a solution that protects both the agents who serve our communities and the healthcare consumers who rely on their expertise.

📢 CMS Takes Action to Prevent Unauthorized Agent and Broker Marketplace Activity 📢

Starting today, the Centers for Medicare & Medicaid Services (CMS) will implement new measures to prevent unauthorized changes in consumers’ Federally-facilitated Marketplace (FFM) enrollments by agents and brokers.

Key Updates:
📋 Agents/brokers must be associated with a consumer’s enrollment to make changes.
📞 New agents/brokers must use a three-way call with the consumer and Marketplace Call Center or direct consumers to make changes themselves via HealthCare.gov or approved partners.

CMS anticipates these updates will help block unauthorized changes by agents and brokers to FFM enrollments. CMS will continue to monitor any malicious activity by agents or brokers on the Marketplace and will take additional appropriate action against agents and brokers engaged in misconduct.

We commend CMS for addressing this unethical behavior. This decision aligns with NABIP's Healthcare Bill of Rights, which aims to protect consumers and improve the healthcare delivery system for all Americans.
