To the U.S. Environmental Protection Agency :
I’m writing to you about docket EPA-HQ-OAR-2023-0072-0001, the new standards for greenhouse gas emissions from fossil fuel-fired electric generating units.
I am Janna Kepley, a high school science teacher with a masters in environmental science. I did my work on the effect of pollution on plant migration in the northern Everglades. I feel strongly about environmental justice and I ask that you consider removing the incentives for false solutions like hydrogen and carbon capture and storage. Hydrogen incentives in the draft EPA power plant rule can be abused by utilities to keep us reliant on (and paying for) fossil fuel power well after the President and EPA's stated deadlines of eliminating all GHG emissions from the electric sector.
I appreciate the work that went into drafting these comments, and the commitment to reducing global warming pollution from the electric generation sector. As you know, these emissions standards are essential to meeting President Biden's goals, as committed to under the Paris Climate Agreement, to cut global warming pollution 50% by 2030, including eliminating global warming pollution from the electric sector, and to 'net zero' by 2050.
I request that the new rules start immediately, including for smaller and intermediate plants, and require full compliance with the rule by 2030, not 2035. Make sure the rules are in place by 2024 to prevent congress from delaying action further via the Congressional Review Act.
Thank you again for your work on this important docket.
Sincerely,
Janna Kepley
Tell EPA to clean up the power plant rules! President Biden’s EPA has proposed new rules to limit global warming pollution from power plants, and if done right, they could eliminate up to 90% of global warming pollution from the electric sector! But, as usual, the Biden Administration is paying more heed to corporate profits than they are t...

“The more clearly we can focus our attention on the wonders and realities of the universe about us, the less taste we shall have for destruction.” -- Rachel Carson
In 1962, marine biologist Rachel Carson published "Silent Spring," her famous work documenting the dangers of indiscriminate use of synthetic pesticides, especially on bird populations. Though its publication was met with strong opposition from the chemical industry, the scientific community largely supported her conclusions. "Silent Spring" served as a rallying point for the young environment movement just gaining momentum at the time of its publication. The book fueled public interest in environmental and public health issues and, within a few years, the Nixon Administration formed the Environmental Protection Agency. Much of the EPA's early work focused on issues raised by Carson's work such as a 1972 law regulating pesticides and a US ban on the agricultural use of DDT. Carson's book "Silent Spring" is considered one of the twentieth century's most influential works of non-fiction and, in 2006, the editors of Discover Magazine named it one of the 25 greatest science books of all time.

Rachel Carson is also featured as one of six prominent women scientists in the excellent "Girls Who Looked Under Rocks: The Lives of Six Pioneering Naturalists" for ages 10 and up (https://www.amightygirl.com/girls-who-looked-under-rocks) and as one of the 52 female scientists profiled in “Headstrong: 52 Women Who Changed Science – and The World," which is highly recommended for teens and adults alike (https://www.amightygirl.com/headstrong-52-women).
