Trying to understand the logic…

Management asks an employee to pause their grievance and “hold things in abeyance,” but at the same time says they cannot agree to pause potential discipline against that same employee because of “management rights.”

So the employee is expected to stop protecting themselves… while management keeps all options open?

How is that mutual? How is that fair? How is that good faith?

Sometimes the issue isn’t policy—it’s common sense.

OUR CONTRACT HAS BEEN RESTORED!

WHAT DOES THIS MEAN?
1️⃣ The Master Agreement is restored with immediate effect.
2️⃣ VA is required to recognize AFGE NVAC as the exclusive representative of the employees we represent.
3️⃣ Employees will once again enjoy protections negotiated under our CBA, such as expanded leave benefits, fair disciplinary procedures, and more.

Honored to be attending the American Federation of Government Employees (AFGE), District 10 Annual Leadership Training & Conference.

This year’s conference is especially meaningful as we hear directly from Dr. Everett Kelley, AFGE National President, who is here discussing the union’s mission and direction moving forward during the current administration.

I’m proud to not only work alongside Dr. Kelley as our National President, but to also call him a personal friend and an outstanding national unionist. His leadership, commitment, and unwavering advocacy for federal employees continue to set the standard for what true union leadership looks like.

On September 19, 2025, NVAC filed a National Grievance, NG-9/19/2025 (VA CBA Termination 6.0—Arbitrability Procedures), over the Department’s unilateral and unlawful imposition of arbitrability procedures.

On August 28, 2025, President Donald J. Trump issued Executive Order 14343, Further Exclusions from the Federal Labor-Management Relations Program, which now permits Secretary Collins to restore collective bargaining rights for employees at the U.S. Department of Veterans Affairs (“VA”) immediately, with a deadline of September 12th, 2025.

On September 5th, NVAC, along with several other unions, wrote a letter to Secretary Collins urging him to restore collective bargaining rights for VA employees.
