A facility owner must receive an Agency permit to treat, store or dispose of a hazardous waste. The owners must fill out an application for a permit.

For instance, permits are required to operate hazardous waste landfills or incinerators. At that point an Agency Permit Writer and the Public Participation Specialist begin contact with the community.
