The Board of Directors of Elm Ridge Water Control and Improvement District held a regular meeting on Thursday, September 17, 2026, to conduct a public tax hearing, review engineering updates, discuss community developments, and address district operational matters.

Tax Rate Adoption: Following a public tax hearing, the Board voted to adopt a tax rate of $0.88 per $100 of valuation. This is the same tax rate as last year.

🚧 Engineers' Report & Capital Improvements
Artesia Water Line: An update on the Artesia water line project was provided. A majority of the installation is complete. Certain meter vaults and other items are underway. Expected completion is June 2027.

Prosper Elms Apartments Phase 2: Infrastructure serving Phase 2 of the Prosper Elms Apartments is approximately 85% complete.
Elm Ridge Park Parking Expansion: The parking lot expansion project at Elm Ridge Park is now complete.

🏘️ Community & Neighborhood Updates
Water Restrictions: Stage 2 drought restrictions remain in effect across the district.

Arrowbrooke: The streetlight at the intersection of Tomahawk Trail and FM 1385 is fully installed and operational. The HOA General Manager shared resident requests for aesthetic park improvements, including landscaping, shaded seating, and new signage.

Artesia: Wiring repairs on the bridge lighting have been completed.

Savannah: Residents expressed interest in addressing traffic and parking violation enforcement.

🌳 Park Enhancements & Resident Survey
Elm Ridge Park Stage & Improvements: The Board discussed potential enhancements to Elm Ridge Park, including a park stage, landscaping, updated signage, and a future gravel area for food trucks.

Community Survey: The District will conduct a survey on Facebook to gather resident feedback regarding the proposed park stage development and potential recurring events.
Administrative Operations

New Hiring: A new Project Manager position was filled, allowing the district to be more efficient with the planned and ongoing construction projects in the community.

TxDOT Coordination: Committee updates included plans to contact TxDOT to improve communication protocols regarding local roadway construction schedules.

🚓 Police Updates
The police department reported responding to 294 dispatch calls, completing 883 traffic stops, conducting 3,633 proactive self-initiated patrols, filing 59 incident reports, and making 15 arrests during the previous month. Additionally, 86 parking violations were issued during a two-week parking campaign, along with 1,629 community amenity patrols, 105 vacation watch checks, and various community engagement events such as coffee with a cop, school welcoming, and drug takeback scheduling.

The next meeting for Elm Ridge WCID will be held on Thursday, October 15 2026 at 6 p.m. at the Elm Ridge Administration Building.
