Allow me to introduce myself, I’m David Bibb, born in Las Vegas, NM a long time resident of Albuquerque running for Bernalillo County Sheriff.

My career began at 18 after graduating from Remuda Christian school in Santa Fe in 1987, attending NM Military Institute through 1988. Graduating from USAF Security Police Academy in 1989 and graduated from the NM Law Enforcement Academy in 1993. Good morning & Happy Friday everyone!!

I am proud to announce, my candidacy is officially filed for Bernalillo County Sheriff!! !!

Below is my Community Action Plan:

1. Partner with all area law enforcement agencies. Pooling resources for a more coordinated approach to violent crime. No longer can we afford to hope it away. I will do this so the community will know that all of law enforcement is working together with the very best interests of the people.

2. Collaborate with the juvenile justice system to identify services for the at risk population and connect to these services in a more expedient manner.

3. Identify weak points in current criminal justice practices. Invite policy-makers (city councilors, county commissioners, state and federal legislators) to come to the operational levels of the department. Open the dialogue between them and the personnel on the ground that are affected by the policies, both negative and positive.

4. Engage property owners frequently and provide practical assistance such as offering instructional classes on securing homes, vehicles, and property. Use this forum to bring to light current trends.

5. Ultimately-Be the sheriff of the people, for the people. Anyone who wishes an audience with me will be given one. Their concerns will be heard. Not everything may end in agreement but all parties will know that honest communication will be available.

Below listed are some of the items that I will institute as your Sheriff:

Give the personnel of the Sheriff’s Department complete and unfettered support to do the jobs that they have been trained to do. Nothing more, nothing less.
“Master the Basics”

Reward commendable performance. Recognize high performing individuals, possibly at County Commission mtgs.

Partner with CNM and UNM to bring higher education to the workforce, stimulating the economics of the schools with the tuition assistance of the employees, improving standards and raising the community’s perception of the Dept.

Community Collaboration
Higher visibility for patrol. Routinely have briefing in the field. Have investigators update patrol units at their briefings.

Implement briefing for the Investigators and support staff.

Make patrol services more streamlined. Implement insurance exchange forms and on-line reporting.

Be more proactive at running down local warrants. Benefits to the County and department productivity.

Better communication with other Law Enforcement agencies. Be more agreeable about assisting, but not be taken advantage of. Have investigators routinely brief other agencies on current criminal trends.

Have other agencies investigate criminal allegations against personnel to outwardly display transparency. Be willing to do the same for others. (Look into cross-commissioning with surrounding jurisdictions).

Go strong with specialty units (DWI, traffic, K9, SWAT). Not at the cost of patrol but to strongly augment.

Invite County Commissioners and other community leaders to Briefings and ride-alongs.

Ensure updated and current training with Federal (FBI, DEA, DHS) and State (NMLEA, NMDPS) standards.

Enforce standards of excellence. Expecting respect from every employee.

I’m David Bibb and I'm running for Bernalillo County Sheriff. I was born in Las Vegas, NM, and am a long time resident of Albuquerque. I graduated from Remuda Christian School in Santa Fe, and attended the NM Military Institute. I completed the US Air Force Security Police Academy as well as the NM Law Enforcement Academy. I earned my Bachelors degree in Liberal Arts & Sociology from UNM. I'm a graduate of Northwestern University's School of Police Staff & Command and recently completed a certification from the FBI-Law Enforcement Executive Development Association Leadership Institute.

My law enforcement career began in the Air Force Security Police. I've worked in police agencies in Northern New Mexico since 1991. I most recently served as the Chief of Police in Las Vegas, NM, from 2018-2020. In addition to decades of experience in law enforcement, I am a proud armed forces veteran, privileged to have served alongside some of the finest men and women in our country. I completed 3 overseas deployments, 1 in Kosovo and 2 in Afghanistan. I retired after 23 years with the New Mexico Army National Guard.

I believe with my experience and knowledge in law enforcement and the military, and with your earned trust, I will be the sheriff our county needs.
