The Addison Public Safety PAC,
The Addison Police Association and the Addison Fire Association
Endorse Councilmembers Craig, Liscio and Willesen
In Addison’s 2025 Election

By Susan M. Halpern
Former Addison Councilmember (1992-1999)

The Addison Public Safety PAC, the Addison Police Association, and the Addison Fire Association recently announced their endorsement of Councilmembers Nancy Craig, Dan Liscio and Marlin Willesen for re-election to the Addison City Council. They also endorsed Mayor Bruce Arfsten, who is running unopposed.

On the eve of early voting, a negative organization that supports an unendorsed candidate began circulating FALSE information about these organizations. Their clear purpose was to undermine the importance of the endorsements of Councilmembers Nancy Craig, Dan Liscio and Marlin Willesen. By attacking in proximity to early voting, they made it difficult to get the TRUTH out before votes were cast. These negatives clearly hoped that voters would rely on their FALSE claims. The same old dirty tricks…. So, let’s talk TRUTH about it.

First, there are THREE different organizations involved. One is a political action committee (“PAC”), and the other two are tax-exempt organizations. So, the premise of the negatives’ claims – that the Addison Police Association and the Addison Public Safety PAC are one and the same – is FALSE. And that makes all their other claims equally FALSE.

The Addison Public Safety Political Action Committee is obviously the PAC. This PAC was formed years ago by public safety personnel working in Addison. The PAC is SOLELY FUNDED BY THE VOLUNTARY CONTRIBUTIONS OF ITS MEMBERS, i.e., public safety personnel working in Addison. NOT the public. The PAC does not solicit or receive funding from the public. The PAC endorses candidates and makes political contributions as voted on by its members.

The Addison Police Association and the Addison Fire Association are the two tax-exempt organizations. Both organizations endorse political candidates by votes of their members. In Texas, police and fire personnel have a statutory right to participate in political activity when off-duty and out of uniform pursuant to the express terms of the Texas Local Government Code. Endorsing candidates is their statutorily protected right. BUT, the APA and the AFA DO NOT MAKE POLITICAL CONTRIBUTIONS TO CANDIDATES.

The APA and the AFA are dedicated to doing public outreach and good works. For example, the APA and the AFA jointly sponsor Santa’s Heroes, and participate in Toys for Tots during the holidays. Both organizations solicit and accept contributions from the public.

In sum, the PAC and the tax-exempt organizations jointly endorsed Councilmembers Nancy Craig, Dan Liscio and Marlin Willesen. However, only the PAC makes political contributions, funded exclusively by its public safety members. So, the claim that public contributions are used to make political contributions is FALSE.

Addison is fortunate to have three strong incumbents running for re-election. Addison will surely benefit from their integrity and dedication to TRUTH as we continue moving the Town forward.
