Port of Savannah's August container volume up 5pc to 330,846 TEU

THE Port of Savannah's August container throughput increased five per cent year on year to 330,846 TEU, the Georgia Port Authority (GPA) announced.

"August container volumes were the third highest in history, behind April and May 2015 at the height of diverted cargo from the west coast," said GPA executive directory Griff Lynch.

"Loaded imports continue to perform well, demonstrating a high level of diverted cargo retention," he said.

Total cargo across all terminals reached 2.62 million tons in August, an increase of 117,470 tons, or 4.7 per cent.

Mr Lynch said he expects sustained market strength for GPA, adding that long-term growth will be enhanced by the new initiative announced last week, GPA's railway Mid-American Arc initiative.

This intermodal rail service, he said, will extend Savannah's reach to capture new markets ranging in an arc from Atlanta to Memphis, St Louis, Chicago and the Ohio Valley.

A key facet of GPA's Mid-American Arc plan, Lynch explained, is a "game-changing" rail expansion at Garden City Terminal. "We anticipate construction on our new, mega intermodal terminal to begin this March," he said.

Additional track will allow the GPA to build unit trains 10,000 feet long on terminal. The ability to move 500 containers behind one locomotive will make more efficient use of track, lowering the per-box cost for the CSX and Norfolk Southern railways.

The Port of Savannah International Multi-modal Connector will link Garden City Terminal's two rail yards, improving efficiency and growing the terminal's rail lift capacity to a million containers a year.

"The project is a multi-phased programme that will reconfigure the Port of Savannah's on-dock intermodal container transfer facilities to bring rail switching activities inside the port," Mr Lynch said.

Said GPA chairman Jimmy Allgood: "Our volumes have exceeded forecasted levels, but are in line with expectations for the balance of FY2017."

Singapore-flagged 2,200-TEUer spectacularly ablaze in Hong Kong

HONG KONG's Marine Department has maintained a no go zone around the Singapore-flagged 2,200-TEU Wan Hai 307 off Lamma Island, which suffered a spectacular fire with smoke coming from its weather deck a day after.

The ship is now anchored between Cheung Chau and Lamma islands and suspected to having hazardous cargo aboard. After several hours the fire was extinguished, but some containers were still smouldering.

Fire erupted in the forward holds, but the crew's efforts to quell the blaze failed and local salvage tugs were deployed to help put it out.

The crew has been evacuated as some local reports suggest some of the cargoes carried are toxic.

The 34,025-dwt Wan Hai 307 was built in 2002 by CSBC Keelung in Taiwan. The owner and operator is Wan Hai Lines. The vessel was en route from Kaohsiung to Hong Kong when fire broke out.

Manila to focus new Bejing talks on trade, investment and infrastructure

THE Philippines will end talks with China on resolving the Spratly Island-South China Sea dispute and refocus on investment, infrastructure development and trade, reports Dubai's Gulf News.

"The natural effect of engaging China in other areas of concern will precisely open the door for more open discussions of the [maritime] dispute with the view of resolving the dispute peacefully," said Filipino Foreign Affairs Secretary Perfecto Yasay in a forum organised by the Centre for Strategic and International Studies in Washington DC.

"To begin with, we cannot proceed on engaging China in bilateral talks where China says that we can only talk outside of the framework of the arbitral tribunal's decision," Mr Yasay said.

He was referring to the July 25 ruling of The Hague-based Permanent Court of Arbitration (PCA) that China's entire claim of the South China Sea is illegal; its expansion of shoals and rocks into artificial islands in the South China Sea wrong; and it should open the Scarborough Shoal it occupied 230 kilometres west of Zambales in 2012, because it is a common fishing ground for all claimants of the South China Sea.

"This is what President Rodrigo Duterte means in the context of saying that we must pursue an independent foreign policy; that is what our constitution mandates, to pursue amity with all nations," explained Mr Yasay.

President Rodrigo Duterte has adopted a practical foreign policy with China, explained pro-China analysts in Manila.

Earlier, after the PCA ruling that favoured the Philippines, President Duterte said he wanted bilateral talks with China so that Filipino fishermen on the western seaboard of northern Luzon could fish at the Scarborough Shoal.

August LA up 1.6pc to 798,932 TEU, Long Beach off 8.9pc to 641,029 TEU

THE Port of Los Angeles container volume in August was up 1.6 per cent year on year to 798,932 TEU while the Port of Long Beach throughput fell 8.9 per cent to 641,029 TEU.

The two adjacent San Pedro Bay habours are the two biggest in North America, and account for more than 40 per cent of US imports.

West coast port volumes, especially in first half of 2015, had been uneven, as ports had to work through the backlog caused by the nine-month west coast docker dispute, resolved by a new contract in the spring of 2015.

While LA's increase was small it still created the second highest volume month in the port's history, with October 2006 topping it with 800,063 TEU.

Laden LA import boxes in August were up 0.9 per cent to 411,366 TEU while laden export increased 6.3 per cent to 153,005 TEU. Empties containers were off 0.16 per cent at 234,560 TEU.

Year to date, LA volume was up 4.3 per cent to 5,620,400 TEU. Year to date, Long Beach volume was down 2.9 per cent at 4,563, 321 TEU.

Said LA port director Gene Seroka: "Strong numbers on both our import and export cargo during the industry's peak season indicates confidence in our ability to meet supply chain expectations."

At Long Beach, imports fell 10.2 to 321,625 TEU year on year while and exports rose 14.8 per cent to 159,247 TEU, with empties coming in at 160,157 TEU, down 22.5 per cent.
