Assessment of Balog‑Balog Dam tunnel components

The BBMPII Project Manager, Manager of the Construction Management Division, Chief of the Dam Aspect Section, tunneling supervisors, and the Head of the Design Unit of the Engineering Division conducted an on-site evaluation of the Balog-Balog Storage Dam tunnel components today. Design engineers and geologists from NIA Central Office were called in to assist the assessment.

The activity followed a collapse at the diversion tunnel excavation face near the outlet portal. Immediate assessment by BBMPII and the contractor indicates the collapse was likely caused by the tunnel face’s proximity to a mapped fault, compounded by poor ground quality that undermined stability despite existing support measures used during drill‑and‑blast excavation.

The inspection included the inlet portal of the diversion tunnel and the irrigation and power tunnel, where the team recorded ground condition observations and collected data to inform final engineering recommendations. The activity concluded with a meeting at the contractor’s temporary facilities to review findings and coordinate next steps. BBMPII, the contractor, and NIA Central are working together under close oversight to determine the safest tunneling approach. Personnel safety and long‑term structural integrity remain the top priorities.

𝐁𝐁𝐌𝐏 𝐐𝐌𝐒 𝐀𝐔𝐃𝐈𝐓 𝐆𝐑𝐈𝐍𝐃 𝐂𝐎𝐌𝐏𝐋𝐄𝐓𝐄

The Internal Quality Audit (IQA) was conducted from September 15 to 30, 2026 under the close supervision of the BBMP II Project Manager as part of BBMP II's ongoing efforts to maintain high standards and continuous improvement.

The two-week audit activities included office-to-office audits, document reviews, interviews, process checks, and discussions with auditees. These were carried out by the dedicated eight-member IQA Team headed by the Chairperson, Ms. Rochielle C. Agaid.

The IQA Closing Meeting, held on October 5-6, 2026, served as the concluding activity of the audit. It provided a venue for the presentation, discussion, and clarification of audit observations, findings, and areas for improvement.

This marked a meaningful conclusion to the two-week audit, reinforcing BBMP II's commitment to continuous improvement, sustained ISO 9001:2015 compliance, and effective QMS implementation.

To ensure infrastructure milestones remain on track, the BBMP II Project Management Office (PMO), under the leadership of the Project Manager, convened the 13th Coordination Meeting with contractor Sta. Clara International Corporation (SCIC) at the NIA-BBMP II Function Hall in Matatalaib, Tarlac City, on October 5, 2026. Proactive adjustments resulted in immediate alignment on realistic schedule revisions to recover lost construction time. Unified expertise was demonstrated through direct collaboration among NIA Central Office technical personnel, BBMP II PMO, contractors, and site engineers.

Shared accountability was reinforced with a renewed commitment from all parties, emphasizing diligence, rapid problem-solving, and strict adherence to project timelines. The assembly emphasized that maintaining rigorous coordination and focused ex*****on remain essential to achieving target deliverables.

Even during the lunch break, the Project Manager and the Manager of the Construction Management Division personally conducted an inspection inside the tunnel while rebar installation and concreting works were in progress.

As usual, the focus of the inspection was on ensuring quality workmanship, safety compliance, and the proper ex*****on of work on site.

As BBMPII looks forward to steady progress, it emphasized close collaboration with the Contractor to sustain momentum, uphold quality, and ensure safe, timely completion of the project.

𝐄𝐪𝐮𝐚𝐥 𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐦𝐞𝐧𝐭 𝐔𝐧𝐥𝐨𝐜𝐤𝐞𝐝!

BBMP II continues its commitment to a gender-sensitive workplace, making gender sensitivity a core value. Driving a culture of respect and inclusion, the Project Manager and AFG Acting Head Ms. Rochielle C. Agaid led the Gender Sensitivity Training on September 29, 2026, at the NIA-BBMP II Function Hall in Matatalaib, Tarlac City. During the activity, PMO personnel paused to reflect on how gender influences every interaction and decision. Participants engaged in honest dialogue and confronted unconscious biases. This commitment is shaping a workplace where dignity and fairness are practiced every day.

Professors Christine Janelle M. Santiago, Director of the Gender and Development Office, and Jovy P. Tomas, Unit Head, Capacity Building and Extension Services, both from Tarlac State University, facilitated the session, bringing thoughtful insights and fostering meaningful dialogue. Gender sensitivity goes beyond a seminar; it is reflected in the words we choose, the assumptions we challenge, the voices we hear, and the respect we extend every day. Awareness inspires understanding, and understanding moves people to action.

On Day 3, September 25, 2026, after the training workshop, the BBMP II Environment, Watershed, and Resettlement Management Section (EWRMS) facilitated a project site visit in Brgy. Maamot, San Jose, Tarlac, attended by the members of the Multi-Partite Monitoring Team (MMT), including Chairman Dr. Jowell P. Dellosa (PENRO). The visit was led by Construction Management Division Manager Engr. Jose Shiedel N. Segubience, together with EWRMS Chief Engr. Imelda G. Timbang, and served as a key activity of the MMT training workshop organized in relation to the BBMP II Project, under the direction of the Project Manager.

Other MMT attendees included Ms. Merlyn C. Molina (Treasurer, PGENRO), FIA President Mr. Alfredo Magdangal, Rev. Chul Yong Lee (CAMP Asia), Engr. Ramil de Vera (MENRO San Jose), and Mr. Joven Fajardo (CENRO Representative), as well as two resource speakers from JRMP II: EnP. Esteve E. Cordero, OIC, Institutional Development Division, and Mr. Dominador B. Dela Cruz, Environmental Management Chief.

The site visit put the workshop’s lessons into practice, enabling the team to observe and engage with the project's implementation firsthand.

The activity highlighted key aspects of the BBMP II project, from land clearing with heavy machinery to technical walkthroughs of underground tunnels and structural supports. Engineers and speakers conducted open-air and indoor briefings on project updates and technical matters. These assessments help ensure each phase of BBMP II aligns with its vision, complies with environmental regulations, and safeguards community interests. Ultimately, this fieldwork builds transparency and accountability, demonstrating that advancing BBMP II means moving forward with clear intent and integrity.

A significant milestone was achieved during the MMT Capacity Building and Training Workshop, held on September 24, 2026, at the NIA-BBMP II Function Hall, where participants signed the Memorandum of Agreement (MOA) establishing the Multi-Partite Monitoring Team, Environmental Monitoring Fund, and Environmental Guarantee Fund.

The Memorandum of Agreement highlights the BBMP II Project Management Office’s (PMO) strong commitment, under the guidance of its Project Manager, to maintain high standards in environmental management. By formalizing this partnership, the BBMP II PMO pledges to support collaborative monitoring, adhere to regulatory requirements, and provide transparent oversight, all of which are vital to the project’s integrity and long-term success.

Leading the MMT are Dr. Jowell P. Dellosa, PENRO-Tarlac and MMT Chairman, and Hon. Rosemarie T. Viniegas, Barangay Chairman of Maamot and MMT Vice-Chairman, together with the MMT members and partner agencies.

This activity goes beyond completing a workshop. It lays the groundwork for ongoing coordination and shared responsibility in environmental monitoring. With the agreement now signed, the MMT can begin turning plans into action.

On September 24, 2026, the Technical Working Group (TWG) of the Balog-Balog Multipurpose Project Phase II (BBMP II) met for its 8th session at the NIA-BBMP II Function Hall. The meeting was facilitated by Atty. Kim Valentino Taguinaldo, Technical Assistant for Right-of-Way and Resettlement, with legal guidance provided by Atty. Bjorn M. Madrid from the NIA Central Office Legal Services.

The meeting was attended by Mr. Jimmy Baldonade, Jr. from CENRO Capas; Ms. Clarissa G. Villanueva from MGB Region III; Atty. Fatima Morales and Engr. Ramil de Vera from LGU San Jose; Maamot Barangay Chairperson Hon. Rosemarie T. Viniegas; and Ms. Analyn R. Jose (IP-Focal Person). Indigenous Peoples' representatives included Maamot IPMR Mr. Tolendo L. Capitle, Municipal IPMR Ms. Marilou G. Modelo, and NCIP representative Atty. Sharmaine Valenzuela, ensuring a broad range of perspectives.

The meeting prioritized completing the Memorandum of Agreement (MOA) addendum, ensuring consensus among all stakeholders on essential provisions. The meeting also focused on strengthening the resettlement and land acquisition frameworks, both of which aim to protect the rights and interests of Project-Affected Families (PAFs).

Under the leadership of its Project Manager, NIA-BBMP II remains committed to good governance, active stakeholder participation, and sustainable growth.

From September 23 to 25, 2026, the NIA-BBMPII Project Management Office (PMO) is hosting a Capacity Building and Training Workshop at the Project Function Hall in Matatalaib, Tarlac City. The activity focuses on preparing the Multipartite Monitoring Team (MMT) Manual of Operations (MOO), Customized CMVR, and Annual Work and Financial Plan (AWFP) to support compliance, monitoring, and effective implementation. Participants are collaborating to produce the MMT Manual and essential tools.

The MMT comprises 13 dedicated members, each playing a key role in advancing environmental compliance, governance, and project implementation. The team includes Dr. Jowell P. Dellosa (PENRO-Tarlac, MMT Chairman), Hon. Rosemarie T. Viniegas (Chairman, Brgy. Maamot, MMT Vice-Chairman), Ms. Merlyn C. Molina (PG-ENRO, MMT Treasurer), Engr. Ramil E. De Vera (MENRO-San Jose), Mr. Gener S. Tanhueco (MENRO-Capas), Isagani Manalili (CENRO-Capas), Engr. Marcial P. Lengao (Provincial Officer, NCIP-Tarlac), Dr. Joel A. Sicat, Jr. (MHO-San Jose), Hon. Jude C. Lenon (Chairman, Brgy. Sta Juliana), Hon. Tolendo L. Capitle (IPMR, Maamot), Hon. Jun D. Gutierrez (IPMR, Sta Juliana), Mr. Alfredo Magdangal (President, FIA-Tarlac), and Rev. Chul Yong Lee (President, CAMP Asia, Inc.).

Project guidance is provided by distinguished resource speakers EnP. Steve E. Cordero (OIC, Institutional Development Division) and Mr. Dominador B. de la Cruz (Environmental Management Chief), both from Jalaur River Multi-Purpose Project Stage II (JRMP II), and Mr. Nelson L. Rivera (Environmental Management Specialist, EMB Region III), who are sharing valuable expertise in environmental management, compliance, and MMT operations. The sessions are facilitated by the Environment, Watershed and Resettlement Management Section, led by Engr. Imelda G. Timbang, ensuring that ideas are translated into actionable steps.

The BBMPII PMO, under the strong leadership of the Project Manager, plays a pivotal role in this workshop. In his opening message, he underscored the PMO’s commitment: “Tatapusin natin ang proyektong ito, na naaayon sa aprubadong desenyo, espesipikasyon, sa tamang paraan at alituntunin na ginagabayan ng ating mga kaagapay na ahensya.” He is joined by Engr. Marson S. Bocobo (Engineering Division Manager), Engr. Jose Shiedel N. Segubience (Construction Management Division Manager), and other BBMPII personnel, all demonstrating a unified commitment to responsible and sustainable progress.

Earlier today, CPT PHILIP JOHN CHRISTOPHER L. DEOCARES (ARM) PA, Commanding Officer of the 32nd Mechanized Infantry Company, visited the NIA-BBMP II Office for a productive meeting with the BBMP II Project Manager. The discussion focused on exchanging updates and ongoing efforts to keep the area peaceful and stable so that project work can move forward smoothly.

The dialogue highlighted good public service, ongoing security, and support for the BBMP II Project. Collaborative engagements like this ensure that shared objectives remain on track for the community's benefit and deliver lasting improvements for local residents.
