DOST proudly celebrates the graduation of the DOST Day Care Center (DDCC) learners who have successfully completed the ๐๐ฎ๐ฟ๐น๐ ๐๐ต๐ถ๐น๐ฑ๐ต๐ผ๐ผ๐ฑ ๐๐ฎ๐ฟ๐ฒ ๐ฎ๐ป๐ฑ ๐๐ฒ๐๐ฒ๐น๐ผ๐ฝ๐บ๐ฒ๐ป๐ (๐๐๐๐) ๐ฃ๐ฟ๐ผ๐ด๐ฟ๐ฎ๐บ for School Year 2025โ2026. The ceremony was held on April 8, 2026, at the DOST-PTRI Tela Gallery, marking a meaningful milestone in the childrenโs early learning journey.
The program began with a ๐ฝ๐ฟ๐ผ๐ฐ๐ฒ๐๐๐ถ๐ผ๐ป๐ฎ๐นof DOST officials, DDCC children, and their parents, followed by a heartfelt doxology led by the DDCC children and the singing of the Philippine National Anthem. Inspiring opening remarks were delivered by ๐๐๐๐. ๐๐ป๐ด๐ฒ๐น๐ ๐ฃ. ๐ ๐ฒ๐ฑ๐ฎ๐น๐น๐ฒ-๐๐น๐๐ถ๐ฎ๐ฟ, Director of the Administrative and Legal Service, setting the tone for a celebration of growth and achievement. The audience was then delighted by a lively dance presentation from the DDCC children, showcasing their confidence and potential.
A meaningful short talk from ๐๐ฟ. ๐๐ถ๐ฎ๐ป๐ฎ ๐. ๐๐ด๐ป๐ฎ๐ฐ๐ถ๐ผ, Assistant Secretary for Administrative and Legal Affairs, highlighted the importance of nurturing young minds and supporting early childhood development. Adding to the heartfelt program, graduate ๐๐ฟ๐ถ๐ฐ๐ธ๐ฎ ๐ ๐ฎ๐ฐ๐ฒ ๐. ๐๐ฎ๐ป๐๐ฎ๐ฟ๐ผ๐๐ฒ performed the song โI Am but a Small Voice,โ followed by an inspiring teacherโs message from ๐ ๐ฟ๐. ๐๐ฒ๐ฎ๐ป ๐. ๐๐ฎ๐๐ฎ๐ด๐ฎ๐ป, who expressed pride in the childrenโs progress. The children then performed their moving-up song, โReady to Go!โ, symbolizing their readiness for the next stage of their educational journey.
The highlight of the event was the awarding of certificates, where each child proudly walked on stage with their parents to receive their certificatesโmarking their achievements and growth throughout the year. In celebration of the 2026 National Womenโs Month, the Department of Science and Technology โ Central Office (DOST-CO) conducted its outreach program activity titled โ๐๐ผ๐ป๐ผ๐ฟ๐ถ๐ป๐ด ๐๐ต๐ฒ ๐ช๐ผ๐บ๐ฒ๐ป ๐ฎ๐ ๐ ๐ผ๐๐ต๐ฒ๐ฟ ๐๐น๐ถ๐๐ฎ๐ฏ๐ฒ๐๐๐ฎ ๐๐ผ๐ป๐ด๐ต๐ถ ๐๐ผ๐๐ป๐ฑ๐ฎ๐๐ถ๐ผ๐ป: ๐ ๐๐ผ๐ฟ๐ฝ๐ผ๐ฟ๐ฎ๐๐ฒ ๐ฆ๐ผ๐ฐ๐ถ๐ฎ๐น ๐ฅ๐ฒ๐๐ฝ๐ผ๐ป๐๐ถ๐ฏ๐ถ๐น๐ถ๐๐ ๐ผ๐ณ ๐๐ข๐ฆ๐งโ on March 26, 2026, at the Don Pedro Reyes Avenue, Victoria Homes Subdivision, Muntinlupa City, Metro Manila.
In partnership with ๐ฆ๐ฎ๐บ๐ฎ๐ต๐ฎ๐ป ๐ฃ๐ฎ๐ฟ๐ฎ ๐๐ฎ ๐๐ธ๐ฎ๐๐๐ป๐น๐ฎ๐ฑ ๐ป๐ด ๐บ๐ด๐ฎ ๐๐ฎ๐๐ฎ๐ป๐ถ ๐ป๐ด ๐๐ด๐ต๐ฎ๐บ ๐ฎ๐ ๐ง๐ฒ๐ธ๐ป๐ผ๐น๐ผ๐ต๐ถ๐๐ฎ (๐ฆ๐๐๐๐ง), DOST extended support, compassion, and solidarity through the donation of essential items such as diapers, detergent, dishwashing liquid, food, vegetables, drinks, and cash assistanceโbringing comfort and care to the elderly residents of the home. The foundation also conducted a meaningful orientation for first-time visitors, deepening awareness and understanding of the lives and needs of the elderly community.
The activity was warmly hosted by ๐ ๐ฎ๐ฟ๐ถ๐ฎ ๐๐ฒ ๐. ๐ฆ๐ถ๐ป๐ด๐๐ผ๐ป of the Gender and Development Unit, who also filled the venue with a heartfelt serenade of โGoodness of Godโ for the elderly residents, followed by a song cover from ๐๐น๐บ๐ฎ๐ฟ ๐ ๐ฎ๐ด๐ฎ๐๐ฎ๐ผ of ALS-General Services Division. Afterwards, a lively Zumba session to โTayoโy Magsayawanโ took place, fostering connection, happiness, and shared celebration.
Numerous inspiring messages were delivered by ๐ ๐ฎ๐ฟ๐ถ๐๐๐ฎ ๐. ๐๐ฒ๐ป๐ฒ๐๐ฎ of the ALS-Personnel Division,๐๐๐๐. ๐๐ผ๐ฟ๐ฑ๐ฎ๐ป ๐. ๐ง๐ถ๐ฏ๐๐ฟ๐ฎ๐ป, the President of SIKAT, ๐๐ต๐ผ๐๐ฒ๐ป ๐. ๐๐ถ๐๐ฎ๐ป๐ฎ of ALS-General Services Division, emphasizing the importance of empathy, service, and honoring the dignity of every woman.
In appreciation of DOST-COโs generosity and wholehearted support, a Certificate of Appreciation was awarded by the Mother Elisabetta Longhi Foundation, symbolizing a shared commitment to care for and uplift women, especially those in vulnerable sectors.

The forum opened with Welcome Remarks from ๐๐ฟ. ๐๐ถ๐ฎ๐ป๐ฎ ๐. ๐๐ด๐ป๐ฎ๐ฐ๐ถ๐ผ, Assistant Secretary for Administrative and Legal Affairs of DOST, followed by a Keynote Message from ๐๐ฟ. ๐ฅ๐ฒ๐ป๐ฎ๐๐ผ ๐จ. ๐ฆ๐ผ๐น๐ถ๐ฑ๐๐บ, ๐๐ฟ., Secretary of DOST, who emphasized the vital role of science and innovation in shaping inclusive and responsive governance. A Message of Support was also delivered by ๐ ๐. ๐ก๐ต๐ฎ๐ฟ๐น๐ฒ๐ฒ๐ป ๐ฆ. ๐ ๐ถ๐น๐น๐ฎ๐ฟ, Executive Director of the Philippine Commission on Women, reaffirming the countryโs commitment to advancing gender equality through collaborative and multi-sectoral efforts.
Distinguished speakers then shared global and local perspectives on leveraging STI for justice. ๐ ๐. ๐ฆ๐ถ๐ด๐ป๐ฒ ๐ฃ๐ผ๐๐น๐๐ฒ๐ป of the Office of the High Commissioner for Human Rights (OHCHR) discussed the importance of strengthening gender-responsive and rights-based legal technologies, highlighting ethical governance, risks in digital systems, human rights-based approaches, and the need for accountability through oversight mechanisms and corporate responsibility.
Meanwhile, ๐๐๐๐. ๐๐ผ๐ฟ๐ป๐ฎ ๐ฃ๐ฎ๐๐ฎ๐ท๐ผ-๐๐ฎ๐ฝ๐๐ป๐ฎ๐ป delivered a comprehensive discussion on closing the gender digital divide to promote inclusive and accessible justice systems. She underscored why digital access is essential in ensuring that justice is within reach, particularly for marginalized sectors, and examined how gaps in technology access continue to hinder womenโs ability to fully participate in legal processes. She highlighted the role of the justice sector, including ongoing initiatives of the Philippine Supreme Court to digitize services and improve access to justice.
In her presentation, ๐๐ฟ. ๐ ๐ฎ๐ฟ๐ถ๐ฎ ๐๐ผ๐ฟ๐ฎ๐๐ผ๐ป ๐. ๐๐ฒ ๐จ๐ป๐ด๐ฟ๐ถ๐ฎ, an Academician of the National Academy of Science and Technology highlighted the role of forensic DNA analysis and research in handling sensitive cases such as sexual assault, particularly those involving minors. She also emphasized the importance of proposed DNA-related legislation and called on forensic scientists across sectors to remain grounded in objectivity, excellence, and social responsibilityโrecognizing that behind every scientific endeavor are real lives seeking justice and truth.
The event concluded with an engaging open forum, followed by the awarding of certificates to speakers and participants. The ๐๐๐๐ ๐๐จ๐ฆ๐๐งโ๐ฌ ๐๐จ๐ง๐ญ๐ก ๐๐ข๐๐ค-๐๐๐ ๐๐๐ฅ๐๐๐ซ๐๐ญ๐ข๐จ๐ง ๐๐๐๐ officially opened on ๐ ๐ฎ๐ฟ๐ฐ๐ต ๐ฏ, ๐ฎ๐ฌ๐ฎ๐ฒ at the DOST Plaza, DOST Compound, Bicutan, Taguig City, with this yearโs empowering theme: โ๐๐ฒ๐ฎ๐ฑ ๐น๐ถ๐ธ๐ฒ ๐๐ต๐ฒ ๐๐ฎ๐ฏ๐ฎ๐๐น๐ฎ๐ป๐, ๐๐ถ๐น๐ถ๐ฝ๐ถ๐ป๐ฎ๐!โ The celebration gathered the DOST community in a vibrant show of unity, strength, and commitment to women empowerment in science, technology, and innovation.
The program began with a lively ๐ฃ๐ฎ๐ฟ๐ฎ๐ฑ๐ฒ around the DOST Grounds and Main Building, symbolizing solidarity across agencies and offices. An inspiring welcome message was delivered by ๐๐ฟ. ๐๐ถ๐ฎ๐ป๐ฎ ๐. ๐๐ด๐ป๐ฎ๐ฐ๐ถ๐ผ, Assistant Secretary for ALA, In-Charge of the GAD Unit and DOST-wide GAD Focal Person. This was followed by an encouraging message of ๐๐ฟ. ๐ฅ๐ฒ๐ป๐ฎ๐๐ผ ๐จ. ๐ฆ๐ผ๐น๐ถ๐ฑ๐๐บ ๐๐ฟ., Secretary of DOST, which reaffirms the Departmentโs commitment to inclusive leadership and women empowerment.
A meaningful highlight of the celebration was the ๐ ๐ฎ๐๐ ๐ข๐ฎ๐๐ต-๐ง๐ฎ๐ธ๐ถ๐ป๐ด ๐๐ฒ๐ฟ๐ฒ๐บ๐ผ๐ป๐ for the ๐ ๐ฒ๐ป ๐ข๐ฝ๐ฝ๐ผ๐๐ฒ๐ฑ ๐๐ผ ๐ฉ๐ถ๐ผ๐น๐ฒ๐ป๐ฐ๐ฒ ๐๐ด๐ฎ๐ถ๐ป๐๐ ๐ช๐ผ๐บ๐ฒ๐ป (๐ ๐ข๐ฉ๐) ๐ข๐ณ๐ณ๐ถ๐ฐ๐ฒ๐ฟ๐, conducted in a hybrid setup officiated by Secretary Solidum. The event also featured a Nationwide MOVE Message from ๐จ๐๐ฒ๐ฐ. ๐ฆ๐ฎ๐ป๐ฐ๐ต๐ผ ๐. ๐ ๐ฎ๐ฏ๐ฏ๐ผ๐ฟ๐ฎ๐ป๐ด, DOST-wide MOVE President, strengthening the call for collective action among men in advancing safe and respectful spaces.
Adding color and cultural pride to the celebration was the much-anticipated ๐๐ฎ๐ฏ๐ฎ๐๐น๐ฎ๐ป ๐๐ฒ๐ฎ๐๐๐ ๐๐ผ๐ป๐๐ฒ๐๐, showcasing nine empowered representatives from DOST Central Office, National Capital Region, ITDI, MIRDC, STII, PSHS System, PCHRD, PCIEERD and NAST.
