PASAY CITY, Philippines โ€” Dr. Jaime Boy U. Ngag Jr., faculty member of South Cotabato State College (SCSC) and Program Chairperson of the BS Development Communication program, represented the college at the 2026 Philippine Journal Editors Forum held on May 8, 2026 at The Heritage Hotel Manila.

The national forum gathered editors-in-chief and research journal leaders across the country. It was organized by the Department of Science and Technology (DOST) Central Office and the National Research Council of the Philippines (NRCP), in collaboration with the Andrew Gonzalez Philippine Citation Index (AGPCI).

Dr. Ngag is an associate member of the NRCP Scientific Division XIII (Social Sciences) and formally took his oath as a member in 2025.

The forum aimed to strengthen the capacity of research editors toward international indexing, particularly Scopus and AGPCI, while encouraging State Universities and Colleges (SUCs) to establish their own institutional scholarly journals.

Among the invited speakers was Mr. Alexander van Servellen, Strategic Engagement Manager of Elsevier, who shared global perspectives on journal development and research visibility.

Participation in the forum supports SCSCโ€™s ongoing efforts to expand its research initiatives and align with global scholarly standards under the leadership of SUC President I, Dr. Edward Lovell B. Brillantes. The event also highlights the collegeโ€™s broader vision of becoming a future state university and fostering a research culture that is both competitive and internationally recognized.

As part of the course requirements for their major subject DevC8 โ€“ Risk, Disaster, and Humanitarian Communication, the BS Development Communication 2 students successfully conducted a Re-Orientation on Basic Life Support (BLS) and Earthquake Drill.

Guided by their course instructor, Sir Ryan V. Fuerte, LPT, the students organized the activity to strengthen their knowledge and preparedness in responding to emergencies and disaster situationsโ€”core competencies in their field of study.

The session was enriched by the expertise of Maโ€™am Catherine A. Java, RN, LPT, the College Nurse, who served as the resource speaker. She shared valuable knowledge on Basic Life Support procedures, proper earthquake response, and a brief discussion on the institutionโ€™s Incident Command System.

The program formally began with an opening message from the Program Chair, Dr. Jaime Boy U. Ngag Jr., who emphasized the importance of disaster preparedness and the role of Development Communication students in promoting safety awareness within the community.

Through this re-orientation, the students not only fulfilled a course requirement but also enhanced their practical skills and readiness in handling real-life emergency situations.

He received an invitation and answered with a clear yes. Even without funding or immediate support, he chose to stand firm, carrying only his voice and the courage to use it.

With little time to prepare, not only for his arguments but also for his finances, he held on to a strong belief. He would raise the funds, step onto the international stage, speak with purpose, and succeed.

He raised the funds on his own through persistence, resourcefulness, and sacrifice. He refused to let limitations define his path and turned every challenge into an opportunity to move forward.

Vongivson Samonte is truly a BS DevCom icon. As one of the first batch of BS DevCom students at SCSC, he continues to inspire and influence fellow DevCom students and the entire SCSC community. He reminds us that our voice matters and that it must be used responsibly, guided by integrity, truth, and transparency.

A proud milestone for Vongivson Samonte, the first SCSC Student and BS DevCom National Qualifier for PASUC-NCAF 2026. ๐Ÿ‡ต๐Ÿ‡ญ

With the compelling topic, โ€œEffects of War and How Can We Mitigate It?โ€, Vongivson delivered a message that went beyond knowledge and was rooted deeply in empathy and lived realities. As a Filipino, he recognized the struggles brought by rising fuel prices, extreme inflation, and the far-reaching impacts of global conflicts affecting millions of lives.

Given only 10 minutes of preparation, he chose to approach the topic from a global perspective, extending the discussion beyond the Philippine context while still reflecting shared experiences. Drawing from his Development Communication background, he emphasized three key solutions: Diplomacy, Peace Education, and Regional and Global Cooperation.

His journey represents more than just a competition. It is a platform to amplify voices, share realities, and advocate for a more peaceful and united world. ๐ŸŒ๐Ÿ•Š๏ธ

All in the spirit of PAGSAULOG. Where every voice is heard.
