PAGUDPUD EMPOWERS BARANGAY OFFICIALS IN FIRST-EVER CAPACITY BUILDING FOR PROJECT MONITORING COMMITTEES (PMCs)

​The Local Government Unit of Pagudpud, Ilocos Norte, led by Municipal Mayor Hon. Rafael Ralph L. Benemerito II, in strong collaboration with the Department of the Interior and Local Government (DILG) under MLGOO Laurice M. Aguinaldo (LGOO VI), successfully conducted a landmark 2-day training program titled "Capability Enhancement Program for Barangay Officials - Capacity Building of the Project Monitoring Committees (PMCs)" on August 26–27, 2026 at the Jun & Carol Beach Resort, Brgy. Saud, Pagudpud, Ilocos Norte.
​This historic activity marks the first-ever capacity development and strengthening initiative specifically tailored for Project Monitoring Committees at the Barangay level.

​🏛️ Promoting Transparency, Accountability, and Quality Infrastructure
​The two-day intensive program was designed to equip barangay officials and local project monitoring teams with essential skills in project oversight, policy adherence, and reporting accuracy.
​Key topics covered during the training included:
​DILG Policy Orientations & Guidelines: Discussion of DILG MC No. 186-2019, DILG MC No. 2020, and relevant regional memorandums regarding LPMC functionality.
​Regional Project Monitoring and Evaluation System (RPMES): Comprehensive briefing on the 2025 RPMES guidelines, monitoring procedures, required forms, frequency of reporting, and formulation of Annual Work and Financial Plans.
​Hands-on Workshop & Output Critiquing: Interactive sessions where participants presented draft monitoring outputs and received technical guidance.
​Engineering for Non-Engineers: Basic technical guides for monitoring and evaluating community projects, focusing on Vertical Structures, Local Access Roads, and Water System Projects.
​Action Planning & Ways Forward: Facilitated strategy mapping led by MLGOO Laurice M. Aguinaldo to establish long-term monitoring mechanisms at the grass-roots level.
