One of its major offerings is the Adaptive Governance and Innovation for Local Executives (AGILE) Program which aims to equip the local government leaders and key functionaries with the knowledge and understanding of concepts, principles, tools and methodologies for an adaptive and inclusive local governance.

The Public Management Development Program โ Local Government Executives and Managers Class (PMDP-LGEMC) Batch 20 Dasig Learners completed the onsite component of ๐๐จ๐ฎ๐ซ๐ฌ๐ ๐: ๐๐๐ฌ๐ข๐ ๐ง๐ข๐ง๐ ๐๐ง๐ง๐จ๐ฏ๐๐ญ๐ข๐ฏ๐ ๐๐ซ๐จ๐ฃ๐๐๐ญ๐ฌ ๐๐จ๐ซ ๐๐จ๐๐๐ฅ ๐๐๐ฏ๐๐ฅ๐จ๐ฉ๐ฆ๐๐ง๐ญ from September 21 to October 1, 2026, at the Development Academy of the Philippines (DAP) Conference Center in Tagaytay City.
The on-site sessions guided the scholars through a deeper analysis of pressing challenges in their respective local government units (LGUs), enabling them to identify opportunities and develop responsive, citizen-centered solutions. Through a series of workshops, consultations, and sessions, the scholars translated these local challenges into Innovation Project Concepts (IPCs) designed to address the needs and priorities of their communities.
Adding an alumni perspective to the learning journey, ๐๐ซ. ๐๐ฎ๐ค๐ฌ๐ข๐ง ๐๐๐ ๐. ๐๐๐ซ๐๐ก๐ข๐ฆ, Local Youth Development Officer of Brookeโs Point, Palawan, and LGEMC Batch 17 โ Busilak alumnus, and ๐๐ซ. ๐๐๐ซ๐ฅ๐จ ๐๐๐ ๐ง๐จ ๐. ๐๐๐๐ข๐ช๐ฎ๐, Secretary to the Sangguniang Bayan of Tagkawayan, Quezon, and LGEMC Batch 18 โ Hirang alumnus, shared their experiences and progress in developing and implementing their respective Innovation Project Concepts.
The alumni sharing provided Batch 20 scholars with practical insights on the packaging of Innovation Project Concepts, preparation for the Revalida, project implementation, and the adoption of project management tools in the workplace. More importantly, they shared how trusting the process and embracing the LGEMC learning journey helped them move their ideas from concept to action within their respective LGUs.
With their IPCs strengthened through technical feedback, strategic design, and the experiences shared by LGEMC alumni, the Batch 20 learners are now one step closer to turning local challenges into innovative solutions and contributing to more responsive and transformative public service in their communities.

Yesterday marked another significant milestone for the Public Management Development Program โ Local Government Executives and Managers Class (PMDP-LGEMC) as it launched its first-ever 5-day Shuttle Course on Designing Innovative Projects for Local Development at the Development Academy of the Philippines Pasig Office.
This pioneer course sets a new standard for innovative public sector capacity building by bringing together 35 local leaders from 17 local government units. Among the delegates are Honorable Vice Mayor Roland Boie Evardone of Arteche, Eastern Samar, and Honorable Nicole Pauline Plagata, SK Federation President and Ex-Officio Sangguniang Bayan Member of Bingawan, Iloilo.

During the two-day online policy brief presentations held on 22โ23 September 2026, the learners presented proposals addressing priority concerns in agriculture, health, peace and order, environment and disaster risk reduction, economic development, social services and youth development, education, infrastructure, and tourism. Their outputs demonstrated how local data, stakeholder realities, and national development priorities can inform responsive legislation.
The presentations also provided an opportunity for the participants to test and refine their policy recommendations based on the feedback from the panel of experts composed of ๐๐ซ. ๐๐๐ฅ๐ญ๐จ๐ง ๐. ๐๐๐ ๐ฎ๐ข๐๐๐จ of the University of the Philippines, former City Councilor ๐๐ซ. ๐๐จ๐ง๐๐ฅ๐ ๐. ๐๐๐ซ๐๐๐ง๐, and DAPโs Center for Governance, ๐๐ข๐ซ๐๐๐ญ๐จ๐ซ ๐๐ข๐ฅ๐๐๐ซ๐ญ ๐. ๐๐ฎ๐ฆ๐๐ง๐ญ๐๐จ and ๐๐ข๐๐ง๐ ๐๐ฌ๐๐๐๐ฅ ๐. ๐๐จ๐ฌ๐๐ฉ๐๐ฉ๐๐ง.
The policy briefs were developed through sessions on the policymaking process and the use of local data in assessing policy options. Led by Dr. Taguibao, the sessions guided learners in defining priority issues, examining their causes and effects, evaluating possible interventions, and translating their analysis into feasible legislative proposals.
The program likewise emphasized that sound policies must be anchored not only in evidence but also in integrity and public accountability. In the session Ethical and Accountable Leadership in Local Government on 17 September 2026, Civil Service Commission Assistant Commissioner for Legal ๐๐ญ๐ญ๐ฒ. ๐๐ซ๐ข๐๐ฅ ๐. ๐๐จ๐ง๐ช๐ฎ๐ข๐ฅ๐ฅ๐จ discussed transparency, ethical decision-making, and safeguards against corruption that local legislators may integrate into their policy initiatives and governance practices.
Learners also gained practical guidance on accessing and using climate and disaster-related financing to strengthen community resilience. ๐๐ฌ๐ฌ๐ข๐ฌ๐ญ๐๐ง๐ญ ๐๐๐๐ซ๐๐ญ๐๐ซ๐ฒ ๐๐จ๐ฆ๐๐ฅ๐ฅ ๐๐ง๐ญ๐จ๐ง๐ข๐จ ๐. ๐๐ฎ๐๐ง๐๐ of the Climate Change Commission discussed the Peopleโs Survival Fund, while ๐๐๐ช๐ฎ๐๐ฅ ๐๐ ๐๐๐จ๐ง and ๐๐ก๐จ๐๐ง๐ข๐๐ข๐ ๐๐๐ก๐๐ข๐ ๐. ๐๐๐ฅ๐ ๐๐๐ซ๐๐๐ of the Office of Civil Defense explained the National and Local Disaster Risk Reduction and Management Funds.
These sessions concluded the month-long hybrid learning component of the LEAD Program. The program will formally culminate in November 2026 through an Integration Activity and Closing Ceremony.
