[Admin Dee] We received news that the Universidad de Manila - UdM page has been deleted by Meta. It is shocking to know that all the administrators dedicated their efforts to support the Merlions community and to assist future Merlions or applicants of UDMCAT for the past 11 years of their lives. I was also one of their administrators in the past, and it is disheartening to witness this, especially since they have been vocal in fighting against the corruption that is going on.

Perhaps this is their way of silencing their critics. Instead of focusing on how to improve their work and services, they are targeting a page that has been a great help to many students and applicants of UdM.

Shame on you.

[Admin Dee] Good evening, everyone. May I have your attention, please? We have a serious matter to discuss involving one of our students.

As some of you know, a few of the administrators and moderators of the group [Universidad de Manila - Merlions] are alumni and students. I want to assure you that our identities are secure with these individuals—except for one, who was removed last April.

You may have noticed that Winter, Summer, Primo, and I have been removed as administrators and moderators from this group. It appears that someone among us leaked the identities of the administrators and moderators. While we are not personally in danger, I am deeply concerned about what has happened to one of them.

I was shocked to learn that this student was called to the Office of Student Discipline. Initially, he was unaware of the reason for the visit until he reached the Board of Discipline room, where he was informed that a complaint had been filed against him as a moderator of this group.

I cannot disclose all the details shared to me, but I am disturbed by how these officials treated the student while trying to gather information about our identities. He reportedly felt coerced when shown screenshots of alleged conversations between us four, was pressured to provide our personal information and was asked to open his social media account in front of these officials to prove his honesty. This treatment lasted almost an hour and caused him to the point of crying in front of these officials.

This behavior clearly violates Article 286 of the Revised Penal Code (Grave Coercion), they intimidate the student and compels him to act against his will, such as unlawfully gathering information about us.

Also, the officials claimed to have connections with someone in the Law Enforcement Agency who could issue a cyber warrant against this student, allowing access to his device and social media accounts. The physical and mental distress this situation has caused the student is extremely disturbing, the repeated intimidation, especially considering that it coincides with his preliminary exams.

Furthermore, these officials clearly misused their authority within the university to intimidate the student and failed to provide him with due process. There should have been a formal complaint and a proper procedure to ensure that the student's rights were upheld. This situation contradicts E.O. No. 170, 1969 (Manual of Student Rights and Responsibilities), and the Education Act of 1982 (Batas Pambansa Blg. 232), both of which require a respectful relationship between school authorities and students, safeguarding students' rights to fair treatment and a safe environment. CHED issues guidelines and memoranda that likewise protect student rights. These include academic freedom, and due process in cases of disciplinary proceedings.

The alleged complaint was never shown to him; rather, he was coerced while crying in that room to spill information. Which may result anytime for him to file a honorable dismissal.

Moreover, the act of gathering our personal information without our consent, as suggested by the screenshots, is a criminal offense as it violates our data privacy . I have a suspicion about who may be responsible for this, but I am still giving that person the benefit of the doubt. I do not understand his motive for acting as a "complainant," especially since we have not done anything wrong or posted anything against him nor anyone. I had my suspicions when this individual was removed by the administrators of the group and then continued to ask me to rejoin as a moderator, even though I no longer have access.

Lastly, I will support the student in seeking a psychological evaluation as these allegations have caused him mental anguish and anxiety. I hope the University officials can act on this matter and investigate the officials who interrogate the student.

The UDM–CBPM Community extends its deepest sympathies and prayers to the family and loved ones of 𝗗𝗿. 𝗘𝗹𝗲𝗻𝗮 𝗥. 𝗖𝗲𝗿𝗻𝗶𝗮𝘀, 𝗳𝗼𝗿𝗺𝗲𝗿 𝗗𝗲𝗮𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗼𝗹𝗹𝗲𝗴𝗲 𝗼𝗳 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻. Her dedication, leadership, and invaluable contributions have left a lasting legacy in the lives of her students, colleagues, and the University.

May her soul rest in eternal peace, and may her family find strength and comfort in this time of grief.

𝗦𝗖𝗔𝗣 𝗦𝗧𝗔𝗧𝗘𝗠𝗘𝗡𝗧 𝗢𝗙 𝗦𝗨𝗣𝗣𝗢𝗥𝗧 𝗢𝗡 𝗧𝗛𝗘 𝗖𝗢𝗠𝗣𝗟𝗔𝗜𝗡𝗧 𝗔𝗚𝗔𝗜𝗡𝗦𝗧 𝗨𝗗𝗠 𝗨𝗡𝗜𝗩𝗘𝗥𝗦𝗜𝗧𝗬 𝗣𝗥𝗘𝗦𝗜𝗗𝗘𝗡𝗧

The Student Council Alliance of the Philippines (SCAP) stands in full solidarity with the student movements, student body, and faculty of Universidad de Manila (UDM) in their courageous pursuit of truth and justice regarding the questionable appointment of University President Ma. Felma Carlos-Tria.

We are deeply alarmed by the documents and reports that have surfaced—including the Civil Service Commission (CSC) letter dated May 25, 2022, and related internal memos—which suggest that President Carlos-Tria was appointed without the formal approval of the UDM Board of Regents, as explicitly required by Commission on Higher Education (CHED) Memorandum Order No. 16, series of 2009. These raise serious concerns about the legality and integrity of her appointment.

It is especially troubling that the appointment was carried out by the City Mayor without the mandated selection process, search committee deliberation, or endorsement from the UDM Board of Regents. Such circumvention of procedure not only violates due process but also undermines the transparency and institutional independence vital to higher education governance.

“UDM is not just a school—it is a lifeline for thousands of young Manileños who rely on it for their future. Any move that disregards due process and bypasses the selection process is a direct attack on our rights as students and on the integrity of our institution,” said Justine Sophia Sacaguing, NCR SCAP Vice Chairperson and former UDM Student Regent.

In light of these revelations, we echo the demands of the UDM community and call on the City Government of Manila and appropriate authorities to take immediate and decisive action:

1. Issue a public and transparent statement from President Ma. Felma Carlos-Tria and the City Government of Manila on the process of her appointment.

2. Conduct a full and impartial investigation led by the Commission on Higher Education(CHED) and the Civil Service Commission (CSC).

3. Review and rectify all procedural violations—including the failure to conduct the proper selection process—with corresponding administrative accountability.

The City Government of Manila now has a critical opportunity to demonstrate its commitment to these principles by ensuring that this matter is addressed promptly and justly. We will not be silenced, we will continue to stand with the students and faculty of UDM in the fight for truth, justice, and institutional integrity. The students of UDM deserve nothing less.
