The minimum legal design standard is NSCP 2015, which requires all Philippine buildings to be designed for strong earthquakes (Seismic Zone 4), with ductile lateral force-resisting systems, drift control, and proper detailing. This is legally mandated by PD 1096 (National Building Code)—so no building permit can be approved without compliance.

The recent tragic incident at NAIA Terminal 1, where an SUV crashed into the departure entrance and reportedly claimed two lives, is a sobering reminder of the importance of designing for safety in public spaces. While bollards were present, they were clearly not impact-rated—underscoring the need for properly engineered, crash-tested barriers in high-risk zones like airports.

Bollards are not just decorative. When built to ASTM F2656 standards (e.g., M30–M50), using heavy-duty steel embedded deep in reinforced concrete, they can stop high-speed vehicles and prevent catastrophic outcomes. Their role is critical: to protect pedestrians, guide traffic, and prevent vehicle intrusion—accidental or intentional.

This tragedy also calls into question the presence of parking spaces near terminal entrances. In areas with dense foot traffic, vehicle proximity should be minimized. Safety—not convenience—must come first.

Designers and engineers must rethink how we plan and protect our public spaces. Standard-compliant, impact-resistant measures are not optional—they are essential.

✔️ 𝗛𝗲𝗶𝗴𝗵𝘁 (𝗛 = 𝗗 + 𝗔𝗖𝗚) – Total depth of the beam including cover and reinforcement.
✔️ 𝗕𝗮𝘀𝗲 (𝗕𝗪) – Width of the beam, influencing stability and load distribution.
