Mr. Manuel will be remembered for his dedication, professionalism, and invaluable service to the University community. IBA, Zambales – Reinforcing its commitment to campus safety and emergency preparedness, the President Ramon Magsaysay State University (PRMSU) Security Services Office conducted a Seminar on Incident Command System (ICS), Shooting Incident Response, and Bomb Awareness on June 4, 2026 at the PRMSU Mock Hotel, Iba Campus.
The seminar gathered security personnel from the University's seven campuses to enhance their knowledge, skills, and readiness in responding to emergency situations and potential security threats.
The activity was spearheaded by the Security Services Office under the leadership of University Chief of Security Services Mr. Erwin Miguel D. Manuel, in partnership with law enforcement and security experts.
The program opened with welcome remarks from Dr. Santi A. Magtalas, Campus Director of PRMSU Iba Campus, followed by a message from University President Dr. Roy N. Villalobos, who emphasized the critical role of security personnel in safeguarding the welfare of the university community.
“Sa panahon ngayon, hindi sapat ang pagiging handa lamang sa pang-araw-araw na tungkulin. Kinakailangan din nating magkaroon ng sapat na kaalaman at kasanayan sa pagtugon sa mga hindi inaasahang pangyayari at mga sitwasyong maaaring magbanta sa kaligtasan ng ating mga estudyante, g**o, kawani, at mga bisita ng unibersidad,” Dr. Villalobos said.
The University President likewise underscored the importance of continuous capability-building among security personnel as part of the University's broader commitment to safety and resilience.
“Nawa’y magsilbing pagkakataon ang seminar na ito upang mapalalim ang inyong pag-unawa sa mga sistematikong pamamaraan ng pagtugon sa emergency, mapaunlad ang inyong kakayahang gumawa ng maagap at wastong desisyon, at higit pang mapagtibay ang kultura ng kahandaan sa ating pamantasan. Ang bawat kaalamang inyong matututuhan ay mahalagang puhunan upang maging mas ligtas at mas matatag ang ating mga kampus,” he added.
Serving as resource speaker for the first two sessions was PCPT Jan Michael F. Jardin, who discussed the principles and application of the Incident Command System (ICS) and effective response strategies during shooting incidents.
The seminar also featured a session on Bomb Awareness conducted by PEMS Nelson C. Arquero, providing participants with practical knowledge on identifying potential threats, risk assessment, and appropriate response protocols.
Throughout the seminar, participants engaged in discussions and question-and-answer sessions designed to strengthen situational awareness, decision-making, and emergency response capabilities. The activity highlighted the importance of coordinated action, preparedness, and adherence to established security protocols in protecting lives and maintaining order during critical incidents.
Dr. Villalobos also expressed his appreciation to the invited resource speakers and recognized the dedication of the Security Services Office in organizing the activity.
He commended the University's security personnel for their unwavering commitment, discipline, and service, describing them as silent yet indispensable guardians of peace and safety across the institution.
The seminar forms part of PRMSU’s continuing efforts to foster a culture of preparedness, resilience, and security awareness, ensuring that the University remains a safe, secure, and conducive environment for learning, work, and community engagement.

IBA, ZAMBALES – The President Ramon Magsaysay State University (PRMSU) convened its second quarterly Academic and Administrative Council Meeting , bringing together university leaders and council members to discuss key programs, policies, and institutional initiatives that sustain the university’s academic excellence and operational efficiency, held at the PRMSU College of Law Building, May 21, 2026.
The meeting was presided over by University President Roy N. Villalobos, and attended by the university’s vice presidents, directors, administrative officials, and members of both the councils.
Serving as a vital platform for governance and decision-making, the assembly focused on reviewing ongoing programs and projects, addressing institutional concerns, and discussing strategic plans for the university’s continued growth and development.
The meeting also provided an avenue for council members to raise questions, seek clarifications, and engage in meaningful discussions regarding the matters presented.
Furthermore, the meeting served as an occasion to recognize and celebrate the university’s achievements, highlighting that these milestones were made possible through the collective dedication, hard work, and commitment of PRMSU personnel, faculty members, staff, and the entire academic community.

ROMBLON, Philippines – The President Ramon Magsaysay State University (PRMSU) joined 78 State Universities and Colleges (SUCs) across the country in the nationwide launch of the Project PAG-IBIG Family Empowerment Center spearheaded by the Commission on Higher Education (CHED) and pioneered by Romblon State University (RSU) at the Quadrangle of the RSU Main Campus, June 3, 2026.
Project PAG-IBIG, which stands for Parents Access to Growth through Inclusive, Balanced, and Innovative Guidance, is a flagship CHED initiative aimed at supporting student-parents, faculty members, and university personnel by providing safe, nurturing, and child-friendly spaces that promote the well-being, care, and holistic development of their children while fostering a more supportive academic and work environment.
The nationwide launching also featured the ceremonial signing of a Memorandum of Understanding (MOU) among participating SUCs, particularly under the charge of Commissioner Michelle Aguilar Ong, symbolizing a collective commitment to advancing family-centered support services in higher education institutions.
Representing PRMSU, University President Dr. Roy N. Villalobos formally signed the agreement virtually, affirming the University's support for the program and its objectives.
Joining Dr. Villalobos during the event were Dr. Lilian F. Uy, Vice President for Academic Affairs, VP Presy A. Antonio, Vice President for Administration and Finance, and Dr. Emelyn E. Bugayong, Director of the Gender and Development (GAD) Office, underscoring the University's commitment to inclusive and responsive educational programs.
In an interview, Dr. Villalobos emphasized the importance of creating supportive environments that enable student-parents and personnel to successfully balance their academic, professional, and family responsibilities.
“Project PAG-IBIG reflects our collective recognition that education and family development go hand in hand. By providing safe and nurturing spaces for children, we empower student-parents, faculty members, and personnel to pursue their aspirations with greater confidence, productivity, and peace of mind,” he said.
The University President likewise highlighted the significance of collaboration among higher education institutions in advancing programs that promote inclusivity and well-being.
“As one of the 78 partner SUCs nationwide, PRMSU proudly joins CHED in championing initiatives that place people and families at the center of development. Through Project PAG-IBIG, we strengthen our commitment to creating a more compassionate, inclusive, and supportive learning community for all,” the University President said.
PRMSU already maintains an existing Child-Minding Facility called “Punla” housed at the Gender and Development Center, which is set to be revitalized and further enhanced in the coming months in alignment with the goals and standards of the Project PAG-IBIG Family Empowerment Center.
The University's participation in the nationwide launch reinforces its dedication to gender-responsive governance, student welfare, family empowerment, and inclusive education.

IBA, Zambales – A new chapter in student-centered learning was marked on June 1, 2026, with the inauguration and turnover of the Zambales Diversified Metals Corporation (ZDMC)–President Ramon Magsaysay State University (PRMSU) Student Study Covered Area, a collaborative project aimed at enhancing the academic experience and welfare of PRMSU students.
The project amounting to Php 400,000.00 was made possible through the partnership between ZDMC headed by its representative, Engr. Hendrik F. Martin, and PRMSU headed by University President Dr. Roy N. Villalobos, with the invaluable support and facilitation of the Parent Teachers Community Association Federation Officers Corporation (PTCAFO Corp.) headed by its President, Ms. Jewel May C. Robles, underscoring the power of stakeholder collaboration in advancing educational development.
Designed to provide a safe, comfortable, and conducive environment for learning, the newly constructed facility offers students a dedicated space where they can read, study, complete academic requirements, and engage in meaningful academic interactions.
The covered area also serves as protection from the country’s frequent tropical rains and intense heat, ensuring that learners have continuous access to a reliable study space within the campus.
More than a physical structure, the facility is envisioned as a learning hub that promotes academic engagement, collaboration, and student well-being.
It provides an ideal venue for group discussions, peer tutoring, collaborative projects, and other educational activities that foster teamwork, critical thinking, and a stronger sense of community among students.
During the turnover ceremony, Dr. Villalobos expressed his sincere appreciation to ZDMC, PTCAFO Corp., and all stakeholders whose generosity and commitment made the project possible.
“Ang proyektong ito ay higit pa sa isang pisikal na estruktura. Ito ay isang konkretong patunay ng pagkakaisa, malasakit, at pagtutulungan ng mga stakeholder na may iisang layunin—ang mapabuti ang kapakanan at karanasan sa pag-aaral ng ating mga estudyante. Sa pamamagitan ng mga pasilidad na ito, magkakaroon ang ating mga mag-aaral ng mas komportable, ligtas, at angkop na lugar para sa pag-aaral, pakikipag-ugnayan, at iba pang gawaing pang-akademiko,” said Dr. Villalobos.
The University President likewise recognized the unwavering support and dedicated efforts of PTCAFO Corp. and ZDMC in championing initiatives that directly benefit learners and strengthen the University's educational environment.
“Lubos nating pinahahalagahan ang dedikasyon ng PTCAFO Corp. at ZDMC sa pagsuporta sa adhikain ng unibersidad na makapagbigay ng dekalidad at makataong kapaligiran sa pagkatuto. Ang inyong kabutihang-loob ay magsisilbing inspirasyon sa ating komunidad upang higit pang palakasin ang kultura ng bayanihan at pakikipagtuwang para sa edukasyon,” he added.
The turnover and inauguration of the Student Study Covered Area highlight the shared commitment of PRMSU and its partners to promoting student welfare and educational excellence.
