May 29, 2026 | The Municipal Agriculture Office successfully spearheaded the 8th Farmers' and Fisherfolks' Day Celebration 2026 with the theme, โWatering the Earth, Nurturing the Water: A Day of Recognition and Unity.โ This meaningful celebration is in line with Proclamation No. 33, Series of 1989, which declares the month of May as Farmers' and Fisherfolks' Month throughout the Philippines.
The day commenced with a Holy Mass, offering gratitude for the blessings received and prayers for the continued progress and prosperity of the agriculture and fisheries sectors. This was followed by a foot parade that showcased the invaluable contributions of our local farmers and fisherfolk to the growth and food security of our municipality.
The celebration continued at the Municipal Auditorium with a program filled with exciting activities, including raffle draws, an open forum, and a lively Zumba contest.
The event was graced by Mr. Millex Villanueva, representing Mayor Milliard S. Villanueva, together with the members of the Sangguniang Bayan represented by Hon. Jovic Manderico, Hon. Mark Villaruz, and Hon. Cristen Mary Orpeza, and Dr. Darel B. Tabuada, Provincial Veterinarian.
This celebration served is a reminder of the vital role our farmers and fisherfolk play in sustaining our communities, ensuring food security, and driving local economic growth.
The success of this event would not have been possible without the tireless efforts and commitment of the Municipal Agriculture Office, under the leadership of Municipal Agriculturist Mr. Billy C. Morong.

In accordance with Executive Order No. 33, Series of 2026, the Local Government Unit of Concepcion hereby announces the lifting of the adoption of the Four (4)-Day Onsite Work Arrangement through a Compressed Workweek and Extended Office Hours Scheme previously implemented under Executive Order No. 17, Series of 2026.
The said work arrangement was adopted pursuant to the Office of the President Memorandum Circular No. 114 dated March 6, 2026, directing all government agencies and instrumentalities to strictly observe energy conservation protocols.
With the issuance of Executive Order No. 33, Series of 2026, all officials and employees of the Local Government Unit of Concepcion shall now revert to the regular five-day workweek schedule, from Monday to Friday, 8:00 AM to 5:00 PM, effective June 1, 2026.
The LGU assures the public of its continued commitment to delivering efficient, responsive, and accessible public service while maintaining operational effectiveness in the workplace.

Yesterday, the Provincial Director of the Sustainable Livelihood Program (SLP), PD Anthony Laruan, together with PDO Lester Jhun Napacia and PDO Kleza Butin, paid a courtesy visit to Mayor Milliard S. Villanueva and Ms. Gloria Franco of the Municipal Social Welfare and Development Office (MSWDO).
The visit served as an opportunity to discuss ongoing livelihood initiatives and programs that continue to provide support and opportunities for individuals and associations in the municipality.
Following the courtesy visit, the SLP team attended the Microenterprise Management Training participated in by ALS beneficiaries and members of the Laguerta Association, who were referred by Cebuana Lhuillier for livelihood assistance. The training focused on enhancing participantsโ knowledge and skills in managing small businesses, handling finances, and exploring income-generating opportunities that may help improve their daily lives.
Through activities like this, beneficiaries are given the chance to learn practical skills and gain valuable insights that can help them start, strengthen, and sustain their livelihood ventures.

With remarkable speed, determination, and confidence, Arellano sprinted her way to victory, leaving her competitors behind as she crossed the finish line without looking back.

May 25, 2026 | Earlier today, the Municipal Health Office spearheaded the observance of the AIDS Candle Light Memorial at the Municipal Lobby with the theme: โLight the Legacy: Remember. Advance. Act. Keeping the Light Alive.โ
The meaningful activity served as a moment of remembrance, solidarity, and hope as candles were lit in honor of the lives lost to HIV/AIDS. It also highlighted the importance of continuing the fight against HIV through awareness, education, compassion, and collective action.
Beyond remembering those we have lost, the event also aimed to show support and encouragement to individuals living with HIV, while promoting understanding and eliminating stigma and discrimination within the community. Through gatherings like this, we are reminded that every life matters and that compassion and inclusivity remain essential in building a healthier and more informed society.
The observance was fully supported by Mayor Milliard S. Villanueva, Vice Mayor Jovelyn O. Estrada, Members of the Sangguniang Bayan, Department Heads, LGU Employees, members of the LGBTQIA+ Community, and SPES Beneficiaries.
As the candles continued to glow, they symbolized not only remembrance, but also a reminder to keep the light alive through empathy, education, and continuous action toward a future free from stigma and discrimination.

Yesterday, May 23, 2026, Barangay Igbon, Concepcion, Iloilo once again gathered in celebration of โBIRAY,โ a cherished fluvial procession that honors faith, culture, and the abundant blessings from the sea that continue to sustain the lives of many families in the community.
Rooted in the beliefs and traditions passed down by the ancestors since the early 1960s, BIRAY has long been part of the identity of Barangay Igbon. Celebrated every third week of May during the high tide, this long-standing tradition serves as a thanksgiving for the blessings, protection, and livelihood provided by the sea to the coastal community.
The celebration also began with a Holy Mass attended by residents and devotees, offering prayers of gratitude and guidance before the much-awaited fluvial procession. Following the Mass, numerous pumpboatsโbig and smallโbeautifully decorated and carrying saints sailed together across the waters as part of the procession.
For more than a decade in its present organized form, BIRAY has continued to grow bigger each year, attracting more participants and spectators from different communities. The increasing number of decorated boats joining the procession reflects the peopleโs enduring faith and their support to preserving the traditions inherited from previous generations.
Beyond the colorful display at sea, BIRAY symbolizes the deep connection of the people to their culture, history, and way of life as a fishing community. It is a tradition that continues to unite families and residents in honoring their faith and expressing gratitude for the blessings they receive throughout the years.
The continued success of BIRAY also contributes to the growing tourism and cultural identity of the Municipality of Concepcion. It highlights the unique traditions of the island and coastal communities while showcasing the pride, devotion, and unity of the people of Barangay Igbon.
