The National Council on Disability Affairs strongly condemns, in highest possible terms, the unjust death of a 14-year-old person with disability in Paraรฑaque City, allegedly perpetrated by six fellow minors.

The Council is saddened and outraged by the tragic beating that killed a child with a disability, viewing it as an act of cruelty and a violation of human rights.

On June 10, the Paraรฑaque City Police reported that a victim was allegedly beaten by six minors after a garment purchase and later died from severe brain injury. The suspects, identified as Children in Conflict with the Law (CICL), are in custody and facing murder charges.

The incident is a direct violation of Republic Act No. 7277, the Magna Carta for Persons with Disabilities, and Article 16 of the UN Convention on the Rights of Persons with Disabilities, protecting persons with disabilities from violence, abuse, and exploitation.

The Council demands swift and uncompromised justice. They call on law enforcement and the justice system to investigate thoroughly and hold those responsible accountable, ensuring justice for the family.

The Council acknowledges the suspects are minors, emphasizing parental responsibility while prioritizing justice for the victim. The Council calls on the public to promote empathy, non-violence, and respect for people with disabilities, highlighting that this tragic loss is not unique and that stronger protections are needed for vulnerable groups.

The Council offers condolences to the victimโ€™s family and loved ones, demanding justice and accountability during this painful time.

The National Council on Disability Affairs (NCDA) and the Movie and Television Review and Classification Board (MTRCB) held a dialogue and film review on May 28, 2026 to discuss concerns raised by the disability sector regarding the film Love, Ngo and its portrayal of persons with cleft palate and/or cleft lip.

The discussion focused on clarifying concerns related to the film, its trailer, and promotional materials, and on ensuring that persons with disabilities are protected from portrayals that may result in ridicule, discrimination, or harmful stereotyping.

MTRCB raters watched the movie as part of the review procedure. The film was classified by MTRCB as Restricted-16 (R-16), recognizing that the material contains sensitive themes and situations that may require a more mature level of understanding from viewers.

NCDA clarifies that it does not endorse promotional materials posted on social media that may be perceived as insensitive, taken out of context, or used in a manner that may contribute to mockery of those with cleft palate/lips or disabilities. However, following the review, NCDA also recognizes how crucial it is to let the public view the movie in its whole context and to understand the bigger message it attempts to convey.

The Council noted that while certain scenes and language may be sensitive to some viewers, particularly persons with lived experience of bullying or discrimination, the film also attempts to depict the real-life struggles, social stigma, self-doubt, and emotional experiences faced by those with cleft palate/lip. The film later shifts toward messages of self-worth, empowerment, positive transformation and acceptance.

In its written response to NCDA, MTRCB assured the Council that the film underwent a stringent review process. The Board also affirmed its shared commitment with NCDA to promote inclusive and respectful media portrayals of persons with disabilities.

In order to promote responsible storytelling and inclusive media representation, the NCDA will continue to work with MTRCB, filmmakers, producers, writers, disability advocates, and individuals with lived experience.
