CVISNET Foundation, Inc. and Cebu Provincial Disaster Risk Reduction and Management Office (Cebu PDRRMO) successfully conducted the second batch of the ๐ป๐๐-๐ซ๐๐ ๐ฏ๐๐๐
๐-๐๐ ๐ป๐๐๐๐๐๐๐ ๐๐ ๐๐๐ ๐ฉ๐๐๐๐๐๐๐ ๐-๐บ๐๐๐๐๐ & ๐ป๐๐๐๐ (๐ฉ๐๐บ๐ป) from May 7 to 8, 2026.
The second batch of trainees included 10 barangays of the Municipality of Medellin Cebu: ๐๐ง๐ญ๐ข๐ฉ๐จ๐ฅ๐จ, ๐๐ฎ๐ซ๐ฏ๐, ๐๐๐ง๐ก๐๐๐๐ ๐๐ญ, ๐๐ข๐ง๐๐จ๐ , ๐๐ข๐๐ข๐ญ๐ง๐ ๐ข๐ฅ, ๐๐๐ก๐๐ฐ๐๐ค, ๐๐๐ง๐ฎ๐ ๐ง๐๐ฐ๐๐ง, ๐๐๐ฆ๐ข๐ง๐ญ๐๐ค ๐๐จ๐ซ๐ญ๐, ๐๐๐ฅ๐ข๐ง๐ ๐๐ข๐ง๐ ๐๐ฎ๐ซ, and ๐๐จ๐ง ๐๐ข๐ซ๐ ๐ข๐ฅ๐ข๐จ ๐๐จ๐ง๐ณ๐๐ฅ๐๐ฌ.
The program formally opened with a message from Ms. Elviena O. Subang of Cebu PDRRMO, followed by the introduction of the ๐๐๐๐ฎ ๐๐๐๐๐ platform by Dr. Roslyn D. Tambago. CVISNET Foundation Inc.โs Executive Director, Mr. Jeffrey N. Llanto, presented the overview of the ๐๐๐๐ ๐๐ซ๐๐ข๐ง๐ข๐ง๐ .
The training proper was led by Mr. Andrei Ruiz, facilitated by the CVISNET technical team. The first day focused on BeST equipment testing, system orientation, and comprehensive hands-on exercises. Barangay representatives from the remaining 10 barangays of Medellin learned how to configure barangay profiles and logins, manage sitio and purok records, create and update user profiles, encode household and resident information, and input barangay evacuation center data using the cloud-based ๐๐๐๐ ๐๐๐ ๐๐ฉ๐ฉ๐ฅ๐ข๐๐๐ญ๐ข๐จ๐ง. Participants also conducted offline field data collection exercises using the ๐๐๐๐ ๐๐จ๐ฅ๐ฅ๐๐๐ญ ๐๐จ๐๐ข๐ฅ๐ ๐๐ฉ๐ฉ, allowing them to experience the actual workflow for community-based data gathering and management. The hands-on activities continued with updating and synchronization of collected data, as well as the generation and printing of reports, templates, and resident profiles. Participants were also introduced to additional BeST components - the ๐๐ข๐ฌ๐๐ฌ๐ญ๐๐ซ ๐๐ง๐๐จ๐ซ๐ฆ๐๐ญ๐ข๐จ๐ง ๐๐ฒ๐ฌ๐ญ๐๐ฆ ๐๐จ๐ซ ๐๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐ญ๐ข๐๐ฌ (๐๐๐๐) and the ๐๐๐๐ข ๐๐ฌ๐ฌ๐ข๐ฌ๐ญ๐๐ง๐ญ, expanding their understanding of the systemโs digital governance, disaster response capabilities, and the AI integration in the BeST System.
The training resumed on the second day with an interactive recap activity facilitated by Mr. Telesforo Laplana of Cebu PDRRMO, reinforcing key concepts and learnings from the previous sessions. Further, an open discussion and feedback-sharing session between Cebu PDRRMO, CVISNET Foundation, and barangay representatives was conducted. Stakeholders also discussed the next phases of implementation, including the actual deployment of the system, continuous data gathering activities, and the strengthening of inter-barangay coordination through digital platforms.
The successful completion of the 4-day BeST training marked a major milestone in the continuing implementation of the Cebu CARES initiative in the Municipality of Medellin. Through the collaborative efforts of Cebu PDRRMO, LGU Medellin, and CVISNET Foundation, Inc., more barangay personnel and local stakeholders are now equipped with essential digital tools and technical skills necessary for efficient governance, accurate community-based data management, and improved disaster preparedness and response. The participation of all 19 barangays further strengthens Medellinโs commitment to building smarter, technology-enabled, and resilient communities capable of responding effectively to future challenges and emergencies.

The program formally opened with messages from Hon. Edwin L. Salimbangon, Municipal Mayor of Medellin, and Ms. Elviena O. Subang, LDRRM Officer III of Cebu PDRRMO, who both emphasized the importance of digital transformation in strengthening local governance and building more resilient communities. Participants were then introduced to the Cebu CARES platform by Dr. Roslyn D. Tambago, followed by an overview of the BeST training by Mr. Jeffrey N. Llanto, Executive Director of CVISNET Foundation, Inc.
Led by Mr. Kenneth Santiaรฑez, IT Head of CVISNET Foundation, Inc., the first day focused on BeST equipment testing, system demonstration, and extensive hands-on sessions. Representatives from the barangays learned how to set up barangay profiles and logins, manage sitio or purok data, create and update user profiles, encode household and resident information, and input barangay evacuation centers using the ๐๐๐๐ ๐๐๐ ๐๐ฉ๐ฉ๐ฅ๐ข๐๐๐ญ๐ข๐จ๐ง, a cloud-based system. Participants also conducted offline BeST data collection using the ๐๐๐๐ ๐๐จ๐ฅ๐ฅ๐๐๐ญ ๐๐จ๐๐ข๐ฅ๐ ๐๐ฉ๐ฉ. Throughout the sessions, the CVISNET team actively facilitated the activities to ensure guided and effective learning among all participants.
On the second day, the training resumed with an interactive recap activity facilitated by Mr. Teles Laplana of Cebu PDRRMO, reinforcing key learnings from the previous sessions. This was followed by the continuation of the hands-on training, focusing on updating and synchronizing data through the BeST Collect Mobile App, as well as generating reports, templates, and resident profiles, including the use of ABAi prompts and document printing. Participants were also introduced to additional system features such as the ๐๐ข๐ฌ๐๐ฌ๐ญ๐๐ซ ๐๐ง๐๐จ๐ซ๐ฆ๐๐ญ๐ข๐จ๐ง ๐๐ฒ๐ฌ๐ญ๐๐ฆ ๐๐จ๐ซ ๐๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐ญ๐ข๐๐ฌ (๐๐๐๐) and the ๐๐๐๐ข ๐๐ฌ๐ฌ๐ข๐ฌ๐ญ๐๐ง๐ญ, further enhancing their understanding of the platformโs capabilities.
A demonstration on the LGU-wide integration of barangay data highlighted how centralized and real-time information can support more efficient planning, coordination, and emergency response. The activity concluded with an open discussion and feedback-sharing session among LGU Medellin, MDRRMO, barangay representatives, and CVISNET Foundation. Stakeholders also discussed the next steps for the initiative, including the actual deployment of the system and the conduct of data gathering activities in the identified barangays.
Overall, the successful completion of the first batch of the BeST training marked a significant step toward building smarter, more resilient, and data-driven communities across Cebu through strengthened collaboration and the adoption of innovative digital solutions. The second batch of the training also aims to further expand the implementation of the BeST platform and equip all of the barangay personnel in Medellin and local stakeholders with essential digital governance and disaster management tools.

The two-day summit, spearheaded by the Cebu Provincial Disaster Risk Reduction and Management Office (Cebu PDRRMO), was designed to secure concrete, multi-stakeholder commitments to advance the province's transition toward long-term climate and flood resilience.
The summit opened with a Day 1 Plenary Session featuring keynote addresses and best-practice presentations from leading agencies and climate experts. Discussions focused on the urgency of science-based planning and the integration of local action into national climate policies.
On Day 2, the summit transitioned into specialized Breakout Sessions. CVISNET participated in intensive workshop under Science & Risk Cluster which tackled specific aspects of flood risk management and climate adaptation, emphasizing the need for data-driven governance in the face of increasing environmental volatility.
The summitโs collaborative environment allowed CVISNET to align its technological roadmap with the provincial governmentโs resilience goals.

๐๐๐๐๐๐๐๐, ๐ถ๐๐๐ข - In the afternoon of March 26, the team of CVISNET Foundation Inc and Municipality of Medellin Cebu accompanied the Association for Progressive Communications (๐๐ฃ๐), The Institute for Social Entrepreneurship in Asia (ISEA), and Japanese guests on a site visit to two of the ๐๐ฆ๐๐๐ง-๐๐ผ๐ป๐ป๐ฒ๐ฐ๐ ๐ฃ๐ฟ๐ผ๐ท๐ฒ๐ฐ๐ pilot barangays in Medellin, Cebu โ barangays ๐๐๐ฟ๐๐ฎ and ๐๐ฎ๐ฝ๐๐๐ฎ๐๐ฎ๐ป ๐ฆ๐๐ฟ. The visit provided an opportunity for the guests to observe the progress and impact of the initiative at the community level.
During the visit, the guests explored the ๐๐ฆ๐๐๐ง-๐๐ผ๐ป๐ป๐ฒ๐ฐ๐ ๐๐๐ฏ๐, inspected installed connectivity infrastructure, and visited designated Point Voucher (PV) locations established to support community access to internet services. The guests were briefed on how the connectivity system operates, including its role in supporting communication, digital services, and local economic activities.
As part of the field engagement, the group also visited ๐๐๐ฟ๐๐ฎ ๐๐น๐ฒ๐บ๐ฒ๐ป๐๐ฎ๐ฟ๐ ๐ฆ๐ฐ๐ต๐ผ๐ผ๐น and ๐๐ฎ๐ป๐ต๐ฎ๐ฏ๐ฎ๐ด๐ฎ๐ ๐๐ป๐๐ฒ๐ด๐ฟ๐ฎ๐๐ฒ๐ฑ ๐ฆ๐ฐ๐ต๐ผ๐ผ๐น, where the potential benefits of reliable internet connectivity for education were highlighted.
