๐๐ฎ๐ฑ๐๐ง๐ญ ๐๐จ๐ญ๐๐ฅ, ๐๐ฎ๐๐ณ๐จ๐ง ๐๐ข๐ญ๐ฒ-The Department of Labor and Employment-Regional Office IV-Aโs (DOLE CALABARZON) IT Unit (under the Internal Management and Services Division-IMSD) was hailed as the Innovator of the Year during the Agencyโs 2026 Pagkilala at Pagpaparangal sa mga Huwarang Kawani ng Kagawaran, October 2.
The recognition highlights the teamโs work in developing digital solutions that have helped improve and streamline processes across DOLE CALABARZON.
The team includes:

Among the systems developed for the Region are the Records Management System,IMSD SharePoint, No Pending Case Online Application, PESO Reportorial Online System, and the Online Client Satisfaction Measurement.
Through these systems, the team has helped make processes more organized, accessible, and efficient for both DOLE personnel and clients.
The team was accompanied by former DOLE CALABARZON Regional Director Atty. Erwin N. Aquino, and recently appointed OIC-Regional Director Atty. Nepomuceno A. Leaรฑo II, CPA, and Chief Administrative Officer Alvin G. Landicho.
This recognition reflects DOLE CALABARZONโs continuing commitment to innovation and digital transformation, as the Region contributes to the Departmentโs goal under Secretary Francis N. ๐๐๐ฅ๐๐ฆ๐๐ ๐๐ข๐ญ๐ฒ, ๐๐๐ ๐ฎ๐ง๐- Department of Labor and Employment-Regional Office No. IV-A (DOLE CALABARZON) officially welcomes Atty. Nepomuceno A. Leaรฑo II as its newly installed OIC Regional Director, September 28.
With his 36 years of experience working in the Department, OIC-RD Leaรฑo II brings his expertise in labor relations and strategic leadership in managing regional operations. DOLE CALABARZON has its fare share of experience of OIC-RD Leaรฑo IIโs leadership back in 2018-2023 wherein he served as the Assistant Regional Director of the Region. Back then, he focused in boosting labor laws compliance amongst private establishments, and fostered collaboration with other government agencies on the implementation of its welfare programs.
Now heโs back in CALABARZON, OIC-RD Leaรฑo II is expected to bring fresh perspectives and strategies at the grass roots level that could further enhance the convergence-driven program implementation in the Region.
Through his guidance and leadership, DOLE CALABARZON is also expected to boost its campaign in championing decent, productive, safe and remunerative employment for all workers in CALABARZON.

DOLE CALABARZON employees, members of the Regional Coordinating Committee and the Regional Tripartite Wages and Productivity Board extends their heartfelt appreciation to RD Erwinโs unwavering commitment, invaluable contributions to the region.
Under his guidance and leadership, RD Erwin gave premium to the welfare of its personnel across the region. He also served as a champion in protecting workersโ rights, heard the positions of employers, and other stakeholders who also have a crucial part in attaining industrial peace. His visionary style of leadership enabled the Department to efficiently implement and deliver its flagship programs, projects and services across CALABARZON.
RD Erwin also highlights the importance of strong collaboration and convergence strategies amongst government agencies and other stakeholders. Through these partnerships, DOLE and its partners can exponentially achieve its missionโto provide holistic intervention to the vulnerable sectors and other workers in need.
The leadership of RD Erwin was truly an inspiration for its DOLE CALABARZON family. As he assumes on his new work assignment, DOLE CALABARZON expresses its sincere gratitude for the lessons, values and strategies he inculcated throughout his service in CALABARZON.

With this yearโs theme โ๐ฒ๐๐๐๐๐๐๐๐๐ ๐ด๐๐๐๐๐๐, ๐ด๐๐๐๐๐๐๐ ๐ผ๐๐๐๐๐๐๐: ๐บ๐๐๐-๐๐๐๐๐๐ ๐ท๐๐๐๐๐๐๐ ๐ป๐๐๐๐ ๐๐ ๐ฉ๐๐๐๐๐ ๐ท๐๐๐๐๐๐๐๐โ, DOLE CALABARZON puts premium on the notable contributions, accomplishments, and innovations of its beneficiaries and implementers that enable the successful implementation of DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) in the region.
In support of the thrust of Labor Secretary Francis N. Tolentino to strengthen livelihood opportunities and promote sustainable sources of income for Filipino workers and their families, DOLE CALABARZON continues to recognize initiatives that demonstrate the meaningful impact of the Departmentโs livelihood assistance on individuals and communities.
Laguna based livelihood projects, Let Eat Go, a Coffee Project owned by Mr. Tyrone Jasper I. Reodica, and Mahipon Inao-awan Poblacion and Talaongan Associationโs (MIPTA), an Organic Fertilizer Production and Agricultural Supplies project, were hailed as winners for individual and group categories of the regional leg of the Kabuhayan Awards this year.
Their stories were also showcased through audio-visual presentations, which delved on their experiences, challenges, stories of perseverance, courage and hope as both projects continue to thrive and expand despite current adversities. As regional winners, they received a plaque of recognition and cash prizes. They also served as the official entries of DOLE CALABARZON to the 2026 National Kabuhayan Awards, where they will compete with the best livelihood projects across the country.
Atty. Erwin N. Aquino, Regional Director of DOLE CALABARZON shared in his message that the stories of recognized livelihood projects served as a testament that the assistance given by the agency was not merely a provision of resources, but also a platform to empower its beneficiaries.
โYour stories demonstrate that livelihood assistance is not simply about providing resources. It is about opening doors, and empowering our people to walk through those doors, build sustainable livelihoods, and create better opportunities for themselves, their families, and their communitiesโ, RD Aquino said.

ANTIPOLO CITY, RIZAL โ The Regional Tripartite Wages and Productivity Board IV-A (RTWPB IV-A), in partnership with the Department of Labor and Employment (DOLE) Rizal Provincial Office, conducted its fourth public hearing on the proposed Minimum Wage Adjustment for the Formal Sector and Domestic Workers in Region IV-A (CALABARZON) at the Ynares Event Center, Antipolo City, September 17.
A total of 131 representatives from the employee and employer sectors participated in the public hearing, providing an avenue for the different stakeholders to present their respective positions, concerns, and recommendations on the proposed wage adjustment.
The activity was opened by DTI IV-A Regional Director Marissa C. Argente, who highlighted the importance of stakeholder participation and social dialogue in the wage determination process.
During the hearing, Atty. Katrina D. Galang-Bacani, Attorney IV of RTWPB IV-A, discussed the process being undertaken by the Board in determining the appropriate minimum wage for the region. She likewise presented a summary of the petitions submitted by workersโ groups and the concerns raised by employersโ groups in relation to the regionโs wage determination.
Among the positions presented during the consultations were calls from workersโ groups for an increase in the minimum wage, with proposed rates ranging from โฑ1,200 to โฑ1,500 per day.
As part of the Boardโs assessment, partner government agencies also presented relevant data on the socioeconomic conditions of CALABARZON. Representatives from the Department of Agriculture (DA) IV-A and the Philippine Statistics Authority (PSA) IV-A presented their respective regional situationers, providing data and indicators that form part of the information being considered in the wage determination process.
The discussions come as the region approaches the first anniversary of Wage Order No. IVA-22 on October 5, 2026. The wage order, which took effect on October 5, 2025, provided wage increases in tranches, bringing the prevailing daily minimum wage rates in CALABARZON to a range of โฑ525 to โฑ600, depending on the applicable area classification and sector.
For domestic workers or kasambahays, the prevailing minimum wage is governed by Wage Order No. RB-IVA-DW-05, which provides a minimum wage of โฑ6,750 per month for domestic workers in the region.
Following the presentations, the Board opened the floor to the participating employee and employer groups, allowing them to raise their concerns, clarify issues, and present additional recommendations relevant to the proposed minimum wage adjustment.
The conduct of the public hearing likewise supports the administrationโs continuing efforts to promote improved wages and better employment conditions for Filipino workers. President Ferdinand R. Marcos Jr. has directed the continuing review of regional wage rates, while Labor and Employment Secretary Francis N. Tolentino continues to advance initiatives focused on improving workersโ wages, employment opportunities, and welfare and protection.

DOLE CALABARZON brings over 21,000 job opportunities, P37-M assistance in Handog ng Pangulo
CALABARZON โ Thousands of jobseekers, workers, students, and families across the region gained access to employment opportunities and government assistance as the Department of Labor and Employment (DOLE) CALABARZON joined the nationwide observance of Handog ng Pangulo: Serbisyong Sapat Para sa Lahat on September 14.
From job fairs, emergency employment orientations and payouts to livelihood assistance and other worker-focused services, DOLE provincial offices brought their programs closer to communities in Cavite, Laguna, Batangas, Rizal, and Quezon, making the occasion a regionwide delivery of employment and livelihood services.
In Cavite, the DOLE Cavite Provincial Office conducted its Handog ng Pangulo activities at the Velodrome in Tagaytay City, providing assistance through various DOLE programs. The office awarded P2.7 million under the Adjustment Measures Program (AMP) to nine establishments, while 22 beneficiaries received P6.43 million worth of livelihood starter kits under the DOLE Integrated Livelihood Program (DILP). Assistance was also provided to beneficiaries under the Government Internship Program (GIP) and Special Program for the Employment of Students (SPES), while 1,491 TUPAD beneficiaries received a total of P8.946 million.
The Cavite activity also featured a job fair with 48 partner companies offering 7,467 job vacancies.
In Laguna, the Job Fair at the City of Santa Rosa Multi-Purpose Complex brought together 38 employers offering 3,260 vacancies. The province also distributed Php 7,376,460 in TUPAD assistance to 1,158 beneficiaries and Php 2,354,684.27 in DILP assistance to 65 beneficiaries. Meanwhile, 755 SPES beneficiaries received Php 3,860,466, while Php 2,663,109 in AMP assistance was awarded to seven enterprises, benefiting 78 recipients.
In Batangas, the province combined its Handog ng Pangulo Job Fair in Lipa City with TUPAD implementation in Agoncillo and a TUPAD orientation in Balayan. In Agoncillo, 105 beneficiaries received their initial P6,000 payout for their participation in 31-day TUPAD high-impact activities, including drainage canal clearing, lakeshore cleanup, and minor repair and clearing activities in schools affected by Typhoon Kristine.
In Rizal, the Trabaho Agad Job Fair at the Ynares Event Center featured around 40 participating companies offering 3,241 job vacancies, alongside government services for jobseekers and workers from partner agencies, including the Social Security System and the Home Development Mutual Fund (PAG-IBIG).
The province also provided Php 6,000 in TUPAD wages to 400 beneficiaries following their 10-day community service. Another 300 beneficiaries from Antipolo City underwent program orientation in preparation for their engagement in short-term employment opportunities.
Under DILP, 12 workers from vulnerable sectors received livelihood starter kits to support projects such as paresan, fruit selling, milk tea, and bakery businesses, with assistance totaling Php 328,560.
Meanwhile, Chicharona Food Delicacies, a micro-enterprise based in Cainta, received Php 424,629 in AMP assistance to help address potential economic disruptions that could affect its operations.
In Quezon, the Trabaho Agad Job Fair at SM City Lucena featured 12 participating companies with 1,488 vacancies. Within the first hour of the activity, 149 jobseekers had registered, with 10 already hired on the spot, as the job fair continued throughout the afternoon.The province also conducted TUPAD payouts for 200 beneficiaries amounting to Php 1,874,400.
Kadiwa ng Pangulo activities held alongside the Handog ng Pangulo initiatives across the region featured DILP beneficiaries and livelihood program sellers, providing them with an avenue to showcase and sell their products directly to consumers. The participating sellers generated a combined Php 98,515 in sales, demonstrating how livelihood assistance under the DILP can help beneficiaries move from receiving livelihood support to putting their products in the market.
Across the region, the job fairs recorded 3,952 registered jobseekers, with 480 hired on the spot and another 151 identified as near-hire applicants. A total of 1,088 one-stop-shop services were also delivered across the five provinces, giving jobseekers convenient access to government services alongside employment opportunities.
DOLE Secretary Francis N. Tolentino also visited the Handog ng Pangulo job fair in Cavite, where he witnessed the delivery of employment services and interacted with jobseekers and participating employers. His visit highlighted the national government's focus on bringing employment opportunities and assistance directly to communities.
Across the region, the activities reflected DOLE CALABARZON's continuing effort to address different employment and livelihood needsโnot only by connecting jobseekers with employers, but also by providing temporary employment, livelihood support, student employment, and assistance to enterprises.

Bilang bahagi ng , nagsagawa ang Department of Labor and Employment (DOLE) ng orientation para sa 300 benepisyaryo ng Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) ngayong September 14 sa Ynares Event Center, Antipolo City.
Pinangunahan ni TUPAD Focal Person Kristielle Joy Maglable ang orientation, kung saan ipinaliwanag sa mga benepisyaryo ang mahahalagang detalye hinggil sa kanilang paglahok sa programa, kabilang ang mga alituntunin, responsibilidad, at iba pang kailangang malaman bago simulan ang kanilang TUPAD engagement.

Patuloy na inilalapit ng DOLE ang suporta sa mga nais magkaroon o mapalago ng sariling pagkakakitaan sa pamamagitan ng DOLE Integrated Livelihood Program (DILP) at Adjusted Measures Program (AMP) bilang bahagi ng ngayong September 14 sa Ynares Event Center, Antipolo City.
Personal na sinuri ni DOLE Assistant Secretary Lennard Constantine C. Serrano ang mga equipment at raw materials na ipinamahagi sa mga benepisyaryo bilang bahagi ng suporta ng DOLE sa kanilang mga kabuhayan.
Sa ilalim ng DILP, 12 livelihood packages ang ipinamahagi sa 12 benepisyaryo na kinabibilangan ng mga former rebels, probationers, at displaced workers. Kabilang sa mga kabuhayang sinuportahan ang eatery, paresan, fruit selling, milk tea, at bakery, na nagkakahalaga ng kabuuang โฑ328,560.00.
Samantala, sa ilalim naman ng Adjusted Measures Program (AMP), ipinagkaloob ang mga kinakailangang kagamitan at materyales para sa Chicharona Food Delicacies, na nagkakahalaga ng โฑ424,629.00.
Sa kabuuan, umabot sa โฑ753,189.00 ang tulong pangkabuhayan at equipment assistance na ipinamahagi ng DOLE sa ilalim ng DILP at AMP.
Personal ding nagpaabot ng pagbati at pakikiisa si Asec. Serrano sa mga naging benepisyaryo, kasabay ng paghikayat na gamitin at mapakinabangan nang husto ang mga kagamitang at materyales na kanilang natanggap para sa pagpapatuloy at pagpapalago ng kanilang kabuhayan.
