The last five years at CAPSA Group have been remarkable. We started in 2019 with just experience and a commitment to deliver. From freelancers to a full-fledged company, we learned as we grew. CAPSA Group has successfully completed the external evaluation of the EU4Accountability Project implemented by the European Partnership for Democracy in partnership with the ALDA Moldova and People in Need. Ours was a collaborative evaluation. Besides the standard evaluation criteria of relevance, coherence, efficiency, effectiveness, impact and sustainability, we conducted an outcome harvesting looking into intended as well as unintended effects of project intervention. To this end, we applied political economy analysis and social network analysis to find evidence behind the participatory budgeting and democratization process at local level.

CAPSA Group is conducting the final evaluation of the Civil Society Organizations Acting for Better Social Services Project implemented by Fundația Soros Moldova in consortium with Keystone Moldova and Institutum Virtutes Civilis. The EU funded project aims to empower civil society organizations from the social field to become strong pillars in social policy dialogue and inclusive community building for vulnerable groups. Also, we welcome Radu Moldovanu, our newest team member, to be part of this evaluation.

CAPSA Group is eager to start the final evaluation of the EU4Accountability Project implemented by European Partnership for Democracy in consortium with People in Need and ALDA East. The EU funded project aims to improve social accountability of the local and central government of Moldova by strengthening the capacity of local, grassroot Civil Society Organisations (CSOs) to participate in, monitor, and advocate for greater public accountability and to participate in the policy dialogue with the Local Public Authorities (LPAs) and the central government.

The Programme for Investment Attraction and Export Promotion drafted with support from CAPSA Group and commisioned by European Bank is out for public consultation!

Moldova's vision for attracting more FDI and promote exports is to move deeper into the product space by developing more complex industries that generate jobs for highly qualified workers and decent earnings at home. On the export promotion front country's performance will be benchmarked against its export potential thus allowing better targeting of marketing efforts abroad.

CAPSA Group is enthusiastic to start a new project evaluation and welcomes Vlad Cantea, an environment expert and the latest member of the team! The Sida - Styrelsen för Internationellt Utvecklingssamarbete funded project under evaluation is being implemented by EcoContact and is set out to bring Green Justice for Stronger Environmental Protection and Communities in Moldova.

CAPSA Group finalised the evaluation of the CREATIVO project implemented by CEDA and funded by LED and SDC. Many thanks to the implementing team for the close collaboration during this process, as well as for the opportunity to reconnect with VET students, teachers and management who are the target beneficiaries of the project. Listening to the student's stories, understanding their challenges and hearing out their plans for the future was a 'kind reminder' of how critical is education for the overall country development. Likewise, it was revelatory to find that a decade of continuous reforms championed by the Ministry of Education and Research finally bear fruit: lack of skills is no longer a binding constraint for development, but preventing youth emigration is. Going forward the focus of policy-makers should be youth employability at home.
