ថ្ងៃទី១២ ខែមករា ឆ្នាំ២០១៨នេះ​ ឯឧ​ ទេសដ្ឋមន្ត្រី​ ស៊ុន​ ចាន់ថុល​ រដ្ឋមន្ត្រីក្រសួងសាធារណការ​ និងដឹកជញ្ជូន​ អមដំណើរ សម្តេច ហ៊ុន សែន នាយករដ្ឋមន្រ្តី នៃព្រះរាជាណាចក្រកម្ពុជា ជួបពិភាក្សាការងារ ជាមួយ លោក លាវ ឈីថាវ (Liu Qi Tao) ប្រធានក្រុមប្រឹក្សាភិបាល ក្រុមហ៊ុន China Communication Construction Company​ ដែលជាក្រុមហ៊ុនមេ​ នៃក្រុមហ៊ុនសាជិវកម្មស្ពានថ្នល់ចិន​ (CRBC)។

ក្រុមហ៊ុន​ China Communication Construction Company មានទំនុកចិត្តយ៉ាងខ្លាំងក្នុងការមកវិនិយោគនៅកម្ពុជា ក្រោមការគាំទ្រ ពីរាជរដ្ឋាភិបាល។ គម្រោងនេះគឺជាគម្រោងផ្លូវល្បឿនលឿនទី១ ដែលនឹងត្រូវកសាងនៅកម្ពុជាក្នុងពេលឆាប់ៗខាងមុខ។

លោក លាវ ឈីថាវ មានប្រសាសន៍ថាក្នុងនាមជាភាគីប្រតិបត្តិក្រុមហ៊ុនលោកនឹងខិតខំប្រឹងប្រែងធ្វើយ៉ាងណាស្ថាបនាផ្លូវល្បឿនលឿនភ្នំពេញទៅខេត្តព្រះសីហនុឲ្យបានល្អនិង មានគុណភាព និងឲ្យក្លាយជាផ្លូវគំរូរបស់ប្រទេសនិងប្រជាជនកម្ពុជា​។​

សម្តេច ហ៊ុន សែន នាយករដ្ឋមន្រ្តី បានមានប្រសាសន៍បញ្ជាក់ថា ផ្លូវល្បឿនលឿននេះ គឺមានសារៈសំខាន់ខ្លាំងណាស់សម្រាប់កម្ពុជា ក្នុងជំរុញកំណើនសេដ្ឋកិច្ច ពិសេសគឺភ្ជាប់រវាងប៉ូលសេដ្ឋកិច្ចភ្នំពេញ នឹងព្រះសីហនុ។ សម្តេចនាយករដ្ឋមន្រ្តី បានជំរុញនឹងស្នើសុំអោយក្រុមហ៊ុនរៀបចំបើកការដ្ឋាស្ថាបនាផ្លូវល្បឿនលឿន (Express Way) អោយបានចេញជារូបរាងពិតប្រាកដឆាប់ៗខាងមុខនេះ៕

On 12th January, 2018, H.E Sun Chan Thol , Minister of Public Works and Transportation accompanying Samdach Hun Sen , Prime Minister of Cambodia to discuss with Mr. Liu Qi Tao , Chairman of China Communication Construction Company, at Peace Palace about the Phnom Penh Siihanouk Ville Express Way.

During the meeting , the company has expressed a strong confidence in the investment in the kingdom because of government is supporting firmly on the project. The express way is the first on in Cambodia and will be built very soon.

" As the project implementer , the company will put all effort in building the express way with high quality and to be a role model for Cambodia and her people," Mr. Liu Qi Tao stated.

Samdach Prime Minister Hun Sen has told to Mr. Liu that , the road is crucial for Cambodia in boosting Cambodian economy , especially it combines the economic parameters of Phnom Penh and Sihanouk Ville. The Prime Minister has pushed for a speed up its ground-breaking as soon as possible.

គម្រោងសាងសង់ផ្លូវល្បឿនលឿនពីភ្នំពេញ ទៅកាន់ខេត្តព្រះសីហនុប្រវែង ១៩០ គីឡូម៉ែត្រ ដែលមានតម្លៃប្រមាណជា ២ពាន់លានដុល្លារដុល្លារអាមេរិក ត្រូវបានចុះហត្ថលេខារួចហើយនៅថ្ងៃទី១១ ខែមករា ឆ្នាំ២០១៨នេះ។

ពិធីចុះហត្ថលេខាលើគម្រោងសាងសង់ផ្លូវនេះ ត្រូវបានធ្វើឡើងរវាងលោកទេសរដ្ឋមន្ត្រី ស៊ុន ចាន់ថុល រដ្ឋមន្ត្រីក្រសួងសាធារណការ និង ដឹកជញ្ជូន ជាមួយលោក លាវ ឈីថាវ ប្រធានក្រុមហ៊ុនសំណង់គមនាគមន៍ចិន ក្រោមអធិបតីភាពសម្តេចតេជោ ហ៊ុន សែន និងលោក លី ខឺឈាង នាយករដ្ឋមន្ត្រីចិន។

ផ្លូវល្បឿនលឿននេះ នឹងត្រូវសាងសង់ដោយក្រុមហ៊ុនវិនិយោគិនរបស់ចិន តាមរូបភាពវិនិយោគ សាងសង់-ធ្វើអាជីវកម្ម-ផ្ទេរ (BOT)។ ផ្លូវ នេះមាន ០៤គន្លង និង ជាផ្លូវថ្មីទាំងស្រុង តួផ្លូវមានទទឹង ២៤ម៉ែត្រ ក្រាលកៅស៊ូ AC មានសួនច្បារខណ្ឌកណ្តាល មានផ្លូវបំបែកប្តូរទិស មានទីតាំងឈប់សម្រាក មានរបងបាំងសងខាងផ្លូវ និងហេដ្ឋារចនាសម្ព័ន្ធសំណង់សេវាគាំទ្រជាច្រើនទៀត។

The 190-kilometre highway will come at a cost of nearly $2 billion, signed on 11th January , 2018.

The express way will be built on a build-operate-transfer basis (BOT) by the Chinese company.

The express way will have four lanes for the majority of its run and 24 m width with garden separates the two sides. It also includes rest areas, fence along the road and many other supported infrastructures.

គួរកត់សំគាល់ដែរថា នៅក្នុងខែ វិច្ឆិការ នៅក្នុងឱកាសនៃការអញ្ជើញចូលរួមកិច្ចប្រជុំកំពូលអាស៊ានលើកទី៣១ និងកិច្ចប្រជុំពាក់ព័ន្ធនៅទីក្រុងម៉ានីលប្រទេសហ្វីលីពីន ថ្នាក់ដឹកនាំរដ្ឋទាំងពីរក៏បានជួបពិភាក្សារការងារ ជាពិសេសគឺ គម្រោងផ្លូវលឿនពី ភ្នំពេញ​ ទៅកំពង់សោម ដែលនាយករដ្ឋមន្ត្រីចិន​ បានសន្យាថា និងពន្លឿនការអនុវត្តន៍គម្រោងនេះ។​

គួររំលឹកផងដែរថា គម្រោងនេះ នឹងត្រូវចំណាយថវិកា ប្រមាណជា ២ ពាន់លានដុល្លារអាមេរិក ហើយផ្លូវនេះទៀតសោត ក៏ជាផ្លូវល្បឿនលឿនទីមួយរបស់កម្ពុជា ដែលអាចនឹងបន្ថយប្រវែងពី ២៣០ មកត្រឹម ១៩០គីឡូម៉ែត្រ និងអាចធ្វើដំណើរត្រឹមរយៈពេល២ម៉ោងប៉ុណ្ណោះ៕

Chinese Premier Li Keqiang will arrive in Cambodia next week for the second Mekong-Lancang summit and an official state visit.The official visit will bring a long with investors and a number of documents are expected to be signed during the visit.

Noticeably , on November , 2017 during a 31st ASEAN Submit in Manila , Philippines the two head of states has met and discussed about the express way from Phnom Penh to Sihanouk province. Chinese premier Mr. Li has promised to speed up the project.

The express way project is cost about 2 billion US dollar. It would help to shorten the length from 230 Km to 190 Km that would take only two hour drive.
