representing the Central Government Public Enterprises. It has also some State Enterprises,
Banks and other Institutions as its Members. It is promoting excellence in organizations where
public investment is involved, in order to enable them to be globally competitive. SCOPE came into existence on April 10, 1973 and was formally given recognition as an apex
body of Central Public Sector Enterprises in November 1976 by a decision of the Union Cabinet. The objective of SCOPE is “SCOPE looks upon its tasks as both internal and external to the
public enterprises and other organizations/ corporate bodies/institutions which are its members. Internally, it would endeavor to assist these in such ways as would help improve their total performance. Externally, it would help improve its total boundary role in conveying such information and advice to the community and the Government as would generally help the public enterprises and other member organizations in their respective role”. SCOPE, with a vision to enable member enterprises be globally competitive in a market driven environment, facilitates the endeavours of its members in improving their overall performance and promote their legitimate aspirations by strengthening their effective and sustained engagement with stakeholders. It is the only organization representing the entire spectrum of Public Sector Enterprises (PSEs) in India. It has been advocating concerns and issues of the PSEs and is engaged in an ongoing dialogue with the government in order to have conducive public sector policy framework. Its activities are aimed at strengthening the PSEs by making
them more efficient and effective and at the same time encouraging them to explore new
horizons in the global market.

SCOPE - GIZ Meet to Strengthen Collaboration on Sustainability and Climate Action
Reinforcing its green commitment, Standing Conference of Public Enterprises (SCOPE) led by Shri Atul Sobti DG, SCOPE hosted a high-level meeting with GIZ team led by Ms. Ulrike Ebeling, Country Director, GIZ India. Attended by senior officials from SCOPE and GIZ, the meeting deliberated upon the continued association between the two organizations in guiding PSEs through climate mitigation, industrial decarbonization, knowledge exchange, and climate capacity building.
Strategic future collaborations between SCOPE and GIZ to further accelerate climate change mitigation in PSEs were also mapped out during the meeting. This partnership underscores SCOPE-GIZ’s shared vision to fortify technical capacities and support PSEs’ long-term climate and sustainability goals.

Standing Conference of Public Enterprises (SCOPE), an apex body of Public Sector Enterprises compliments the Hon’ble Finance Minister for presenting a reform oriented inclusive and futuristic Union Budget 2026 that reinforces growth momentum and advances the vision of an Aatmanirbhar & Viksit Bharat. SCOPE welcomes the emphasis on long-term over short term thrust with sustained focus on capex, infrastructure development, MSME incentivisation, industry aligned skills, technology & innovation. The Budget also expands the opportunities for the Public Sector in the roadmap for a self-reliant developed India with sector-specific initiatives in many areas including infrastructure equipment & projects, manufacturing of electronic components, rare earths, mining, hi-tech tool rooms, Artificial Intelligence, Carbon Capture Units and production of hi-tech devices for divyangjan, while placing greater responsibility to drive capex, MSMEs and R&D.
