⚠️ New Residential Tenancies Bill Introduced in the Dáil

Labour Party Spokesperson Conor Sheehan TD is introducing the Residential Tenancies (Temporary Prohibition of Termination Notices) Bill 2026.

The Bill proposes a temporary restriction on most “no-fault” tenancy terminations for a period of three years.

In practical terms, this would mean landlords could be prevented from ending tenancies for reasons such as:

🏠 Selling the property
🔑 Needing the property for themselves or family use
📄 Other lawful no-fault termination grounds currently provided for under tenancy legislation

The Bill would still allow terminations where a tenant has breached their obligations, including non-payment of rent.

While this Bill is not expected to progress beyond the next stage, it is still a significant development and highlights the continued pressure being placed on private property owners.

The IPOA believes that further restrictions on landlords will not solve Ireland’s rental crisis. Measures that reduce confidence, restrict property rights, and make it harder for owners to regain possession of their own property risk pushing more landlords out of the market.

At a time when rental supply is already under severe pressure, policymakers must consider the long-term impact of emergency-style measures on both landlords and tenants.

The IPOA will continue to monitor this Bill and advocate for fair, balanced and workable rental policy.
