​All verified evidence regarding this incident, which took place in the context of the PTI long march, has been sent to the United Nations and Amnesty International.

Ms. Shabana Nawaz, Director Women’s Rights Wing, MoHR, represented Pakistan at the Regional Convening on Transforming Care Systems across Asia and the Pacific, held in Seoul, Republic of Korea, under UN Women’s TransformCare Investment Initiative Asia-Pacific (TCI-AP).
The two-day regional forum brought together around 60 participants from across Asia and the Pacific, including government representatives and regional stakeholders from Pakistan, Bangladesh, India, Indonesia, Republic of Korea, Nepal, Philippines, Sri Lanka, Thailand and Vietnam, as well as SAARC and ASEAN.
The convening provided an opportunity to share regional experiences, discuss emerging priorities and explore approaches to strengthening care systems, with a focus on more inclusive, responsive and sustainable care policies.

Pakistan launches its first Multi-Sectoral Care Working Group to put care at the centre of economic growth and gender equality.

The Government of Pakistan, through the Ministry of Human Rights, in partnership with UN Women Pakistan, has launched Pakistan’s first Multi-Sectoral Care Working Group (MCWG) during the Knowledge Exchange and Action-Oriented Forum on Transforming Care Systems, held in Islamabad on 2 October 2026. The forum was organized in collaboration with the UN Women Knowledge and Partnerships Centre in the Republic of Korea, with support from the Ministry of Gender Equality and Family of the Republic of Korea.

Abdul Khalique Shaikh, Federal Secretary, Ministry of Human Rights, reaffirmed the Government’s commitment to integrating care into national development priorities and emphasized that care is fundamentally a human rights issue.
“Care is fundamentally a human rights issue. We need a comprehensive approach that recognizes, protects and supports both care recipients and caregivers.”

Ms. Fahmida Khan, Country Representative a.i., UN Women Pakistan, highlighted the strong link between care and women’s economic empowerment, noting that the unequal burden of unpaid care continues to limit women’s access to education, employment, entrepreneurship and leadership.
“Financing care is not a cost, but an investment in people, economies and gender equality.”

The Multi-Sectoral Care Working Group will serve as a national coordination platform to:

🔹 Recognize, reduce and redistribute unpaid care and domestic work
🔹 Strengthen care financing, gender-responsive budgeting and expenditure tracking
🔹 Improve data and evidence on care
🔹 Support the professionalization of the care workforce and the creation of decent jobs
🔹 Expand care infrastructure and services
🔹 Promote family-friendly workplace policies
🔹 Strengthen coordination across sectors and support the development of a National Care Roadmap

Every year, countless women and girls in Pakistan experience violence that never enters a single record. No number, no case file, no trace in the systems meant to protect them.

Today, that begins to change. The Ministry of Human Rights has launched a landmark initiative to build Pakistan's first National Statistical Framework on violence against women and girls and gender-based violence, a national system for data that is reliable, comprehensive, comparable and centred on the people behind the numbers.
Because when violence is measured, it can be seen.

When it's seen, it can be answered.
And when survivors are counted, they are no longer alone in what they carry.
This is what turns data into protection, and evidence into accountability, sharper policies, stronger prevention, and a response system that finally reflects the real scale of what women and girls face.
