New Customs Traveller Declaration Takes Effect 1 October, 2026

The Customs Department advises the public that a new Customs Traveller Declaration (Customs Form 98 (3/26)) will take effect on 1 October 2026.

The revised Form 98 updates Bermuda’s customs declaration process for persons arriving in and departing from Bermuda and introduces enhanced declaration requirements.

Under the new requirements, travellers departing from Bermuda must declare precious metals and precious stones with a cumulative value exceeding BDA $10,000, or the equivalent in foreign currency. This requirement applies to all travellers whether departing from Bermuda by air or by sea.

The declaration requirement supports Bermuda’s efforts to strengthen controls against money laundering by ensuring that high-value precious metals and precious stones, which can be readily transferred and converted into value, are subject to the same declaration controls as significant amounts of cash and negotiable instruments.

The existing requirement to declare currency and negotiable instruments with a cumulative value exceeding $10,000 remains unchanged.

The revised Form 98 also incorporates the BDA $300 duty-free allowance for Bermuda residents and updates the categories and information required for goods declarations.

The Customs Department encourages all travellers to familiarise themselves with the revised declaration requirements before travelling and to ensure that all declarations are completed accurately. As a concession to travellers, the superseded version of the Customs Form 98 (4/16) will continue to be accepted by Customs until 31 October 2026.
The Revenue (Customs Traveller Declaration) Amendment Notice 2026 comes into operation on 1 October 2026.

In the latest edition of WCO News, Gerassimos Thomas, Director-General for Taxation and Customs Union, explains the European Union’s (EU) landmark Customs Reform adopted in March 2026 that reinvents EU Customs for the 21st century. It introduces a data-driven, digital, centralised system to simplify procedures, enhance risk management, and launches concrete measures that tackle the challenges created by the growth of e-commerce.

While the reform is tailored to EU specific challenges, the underlying principles have global relevance. For the WCO’s 187 members, the EU’s experience offers valuable lessons about how to modernise Customs in the digital age.

Constable MacNab has successfully completed the NPCC Police Dog Instructors Course (Narcotics, Cash and Fi****ms Detection) at the West Midlands Police Dog Training Centre in the United Kingdom.

This specialist instructor course provided advanced training in the development, deployment and management of police detection dogs, focusing on instructor level competencies such as canine behaviour, scent detection principles, training methodologies, operational standards and assessment procedures.

Having successfully completed the programme, Constable MacNab is now qualified to train, assess and develop police detection dog teams to nationally recognised standards, further enhancing the operational capabilities of the Bermuda Police Service.

This achievement is especially significant as Constable MacNab becomes the first female Police Dog Instructor within the Bermuda Police Service. Her dedication, professionalism and commitment to excellence continue to break barriers and set an inspiring example for others.
