NSW Closure of the 491 Pathway 1 and 3 to new applications

Subclass 491 Pathway 1 and 3 is now closed to new applications for this program year
Due to an overwhelming response we have reached our allocation for the Skilled Work Regional visa (subclass 491) under Pathway1 and 3.
Therefore, we have closed the application portal and you will no longer be able to lodge an application under Pathway1 and 3
Applications that have already been submitted will be finalized, and there is no need to take further action.
Extended Processing Times
Due to the high volume of applications for 491 Pathway 1 and 3 this will impact our estimated 6-week processing times, and we kindly request your patience during this period.
You may request an expedited assessment if within ten working days any of the following will occur:
• Your current visa or your partner's current visa will expire.
• Your English, skills assessment, or passport, or your partner's, will expire.
• You will lose points for age, and this will bring your total points below the minimum required for the visa.

New Subclass 189 Selection Model

Tier 1 – Most critical occupations (Highest chance of selection)
• Multiplier: 4%
• These are very important, hard-to-fill jobs.
• They usually take many years of training.

Tier 2 – High priority occupations (Good chance of selection)
• Multiplier: 2%
• Important jobs needed urgently.
• Training time is usually shorter than Tier 1.

Tier 3 – General occupations (Limited number of invitations.)
• Multiplier: 1%
• Most occupations fall here.
• Ensures Australia has workers across many fields.

Tier 4 – Oversupplied occupations (Lowest chance)
• Multiplier: 0.5%
• Jobs where Australia already has many workers or many visa holders.
• Invites only a small number to avoid oversupply.

NSW State Update:

NSW 491 Pathway 1 and Pathway 3 are scheduled to open on 19 January 2026.

Depending on the number of invitations issued, NSW may run 491 Pathway 2 invitation rounds in April and May 2026.

NSW 190 invitation rounds will be conducted every month, except December 2025.
