Advancing the Green Cooling Transition Accelerator: UNIDO Side Event at the 8th Global Environment Facility (GEF) Assembly

At the GEF Assembly in Samarkand, Uzbekistan, UNIDO - United Nations Industrial Development Organization convened a high-level dialogue on Sustainable Cooling and Hydrofluorocarbon (HFC) phase-down in Central Asia and Eastern Europe.

- Yerlan Nyssanbayev, Minister of Ecology and Natural Resources, Kazakhstan
- Mukhtar Babayev, Representative of the President of Azerbaijan for Climate Issues and President of COP29 Azerbaijan
- Olha Yushkevych, Director of the International Cooperation Department, Ministry of Economy, Environment and Agriculture, Ukraine
- Anil Sookdeo, Chemical and Waste Coordinator, Global Environment Facility Secretariat

The four participating countries of the GEF supported UNIDO project (Azerbaijan, Kazakhstan, Ukraine, and Uzbekistan) face one of the world’s most demanding Kigali Amendment implementation schedules, requiring a 70% reduction in HFC consumption by 2029. As highlighted by DDG Fatou Haidara, “Cooling is a critical sector, directly linked to food security, healthcare, energy resilience and economic development.”

UNIDO Environment’s support is structured in two stages: the regional project, focusing on Kigali Amendment to the ratification and implementation support, institutional strengthening, regulatory frameworks and sector readiness; and the Green Cooling Transition Accelerator, aimed at scaling up market transformation through blended finance.

The country representatives underlined their strong support for this the initiative aiming at market transformation, recognizing that achieving Kigali Amendment targets would require policy and investment alignment, private-sector engagement, workforce development, and regional cooperation.

The event also showcased a practical example of sustainable cooling in action by the private sector. Central Asia’s large-food distribution Centre switched its refrigeration system first in the country on its own to CO₂-based technologies thus saving 3,600 MWh of electricity annually and avoiding approximately 1,686 tonnes of CO₂ emissions each year. Together with other energy efficiency measures, this translates to 41% in energy saving and 30% in water saving.
