Summary:

The 16 Days of Activism against gender-based violence is an international campaign that commences on 25 November (the International Day for the Elimination of Violence against Women) and ends on 10 December (Human Rights Day). Originally created by activists, it continues to be coordinated each year by the Centre for Women's Global Leadership.

The United Nations supports this civil society-led campaign through the “United Nations Secretary-General’s UNiTE to End Violence against Women Campaign (UNiTE)”. The UNiTE campaign utilizes the colour orange to represent a brighter future, free from violence against women and girls, as a unifying theme running through all of its global activities. The Institute for Young Women Development (IYWD), Just Associates, Zimbabwe Coalition of Debt and Development (ZIMCODD) , Southern Africa Parliamentary Support Trust (SAPST) have come together to use visual arts in Commemoration of 16 Days against Gender based Violence.

On Friday 26 November 2021, the consortium will host the premiere of the film production, Ndafunga Kure, a short movie series that uses the lens of everyday community to theatrically stage a view point on the issues that affect women and girls. The premiere will be held at Ster Kinekor Borrowdale and while its strictly by invite due to the covid 19 regulations, the film will be screened on various social media channels.

The film, a star studded production stars Anthony Tongai, Stewart Sakarombe, Stelhah January, Charles Kamara, Felstus Tizora among other new and established acts. Created by Tirivashe Mundondo, the movie was produced by TBGA - LightImages and was directed by the award-winning Zimbabwean filmmaker Melgin Tafirenyika. The film soundtrack was performed by Kelvin VITO Tapi, the Zvachose maestro of the Chamhembe era who is one third of the contemporary band Trinity.

Today we mobilised women in Matebeleland North to attend the Parliamentof Zimbabwe public hearings on the Zimbabwe Independent Complaints Commission(ZICC) Bill in Victoria Falls. The women came out in their large numbers and commended the fulfilment of section 210 of the Constitution. They also emphasised on accessibility of the Commission and submitted that it must be decentralized to all Provincial and District levels, especially with the intention to service women in rural areas and other hard to reach areas! The Southern African Parliamentary Support Trust (SAPST) is a legal trust duly registered by the Registrar of Deeds according to the laws of Zimbabwe.

SAPST was established after the founding trustees recognized the need to provide technical and financial support to the parliaments of Southern Africa in their core functions of executive oversight, law-making and representation. The trustees further recognized the need to facilitate the flow of timely, objective, accurate and relevant information amongst regional parliaments and between these parliaments, civic society and the general public.

SAPST is facilitating an Interface meeting between the Zimbabwe Media Commission, the Zimbabwe Electoral Commission and the Information, Media and Broadcasting Services Parliamentary Portfolio Committee. The ZMC will give an update on the accreditation process of Media Practitioners during the 2023 Elections and the oversight role of ZEC on the media. The Zimbabwe Electoral Commission will also give an overview of the implementation plan for fair and balanced coverage during elections.

SAPST is conducting virtual presensitisation meetings on the Child Justice Bill in preparation for the public hearings scheduled for next week by the Justice, Legal and Parliamentary Affairs Committee.
The Bill seeks to establish a justice system for children in accordance with the values and principles underpinning the Constitution and the international obligations of Zimbabwe. It is intended to establish a child justice system for children, those that are under 18 "in conflict with the law." In essence, there will be a criminal justice system to cater for children.
With regards to “Children in Conflict with the law,” the Bill seeks to:
• to delineate the powers and responsibilities of members of the Zimbabwean Republic Police and of child protection officers in relation to children.
• to provide for the detention of children and their release from detention.
• to entrench the principles of rehabilitation and restorative justice as an integral part of the child justice system.
• to incorporate the diversion of cases from formal court procedures.
• to establish procedures for the screening of children to create special rules for a child justice court.
• to provide for legal representation for children; to extend the sentencing options available for children.
• to establish review procedures; to establish monitoring mechanisms to ensure effective operation of this Act through child justice committees at national, provincial and district level.
• to amend the Criminal Law (Codification and Reform) Act [Chapter 9:23] with regards to age of criminal responsibility of a child; and to provide for matters incidental thereto.

The PVO Bill was gazetted on 5 November 2021. It seeks to amend the PVO Act to comply with the recommendations of the Financial Action Task Force (FATF), to facilitate the easier registration and operation of PV0s and to prevent PVOs from engaging in political activities. This Bill affects PVOs, trusts, associations, and all organisations providing charitable services, and everyone who benefits from, and supports, their work. #PVOBill
