Zambia’s Prime Ministers: The One-Party Era

In 1973, Zambia formally became a one-party state under a new Constitution, beginning an era in which democracy came with a notable qualification: there was only one party from which to choose.

The United National Independence Party (UNIP) was the country’s sole legal political party, so elections continued but the political menu offered only one option.

Around the same period, Zambia closed its border with Southern Rhodesia, now Zimbabwe, amid escalating regional tensions. On December 5, 1973, general elections were held, with Dr Kenneth Kaunda standing as the sole presidential candidate. UNIP candidates contested seats in the unicameral National Assembly.

The one-party system followed the 1972 prohibition of opposition political activity and the signing of the Choma Declaration with the African National Congress. The new constitutional order formally took effect in 1973, confirming UNIP’s status as the country’s only legal political party.

It also introduced another significant feature into Zambia’s political architecture: the office of Prime Minister.

The Prime Minister was responsible for the administration of government, with Mainza Chona becoming the first person to hold the office. Over the next 18 years, five other men would serve in the position before it was abolished in 1991, following the restoration of multiparty politics.

Here is a look at the men who served as Zambia’s Prime Ministers between 1973 and 1991:

Mainza Chona

Born on January 21, 1930, Chona became Zambia’s first Prime Minister, serving from August 25, 1973, to May 27, 1975.

He later returned to the office from July 20, 1977, to June 15, 1978 evidence that, in politics, a departure does not always mean a permanent exit.

He died in 2001 at the age of 71.

Elijah Mudenda

Born on June 6, 1927, Mudenda served as Prime Minister from May 27, 1975, to July 20, 1977.

He died in 2008 at the age of 81.

1. It was built with money from Alfred Beit
The funds to build State House came from Alfred Beit, a director in the British South Africa Company. In his will he set up the Beit Trust to fund infrastructure in Northern Rhodesia. That same trust also funded Independence Avenue, Cairo Road, Lusaka City Airport, the Supreme Court, Ministry of Foreign Affairs, Cabinet Office, UTH, Kafue Bridge, Luangwa Bridge, and the Beit Bridges on the Zambia/Zimbabwe and Zimbabwe/South Africa borders.

2. It was designed by a famous British architect
State House was designed by Sir Walcot, the renowned British architect also known for designing government buildings in South Africa.

3. It was completed in 1935
Construction was finished in 1935. It was originally built to serve as the official residence of the Governor of Northern Rhodesia.

4. It was called "Government House" during colonial times
During the colonial era, it served as the official home for colonial governors. It only became "State House" after independence in 1964.

5. 13 colonial governors lived there
From 1935, 13 colonial governors occupied the house. Major Sir Hubert Young was the first, and Sir Evelyn Hone was the last. One governor, Sir John Maybin, died in office on 9th April 1941. He is the only governor buried at Aylmer May Cemetery in Rhodes Park, Lusaka.

6. Six Zambian presidents have called it home
Since 1964, six Zambian presidents have lived in State House. Two died while in office — the late President Levy Mwanawasa in 2008 and the late President Michael Sata in 2014.

IN 1970, Kenneth D. Kaunda, then President of Zambia, faced a crisis. He had called a conference of nonaligned nations in Lusaka and with just four months to go, there was no place for the delegates to meet. President Kaunda engaged Former Yugoslav engineers from Energoprojekt, Yugoslavia's biggest construction concern, and told them he needed a 4,000-seat convention hall and 65 presidential villas.

Indeed, the next day the company's chief architect was standing in a bush, telling excavators where to dig, while draftsmen in Belgrade drew up blueprints. Exactly 115 days later, two weeks ahead of the deadline, the Mulungushi International Conference Centre, which was designed and built for the Non-Aligned Movement Conference and the Mulungushi Village, which had 62 villas and 4 presidential villas was ready.

The former Yugoslav engineers also built the Kafue Gorge Hydroelectric Power Station. President Kaunda would later engage the Former Yugoslav engineers to do a security up grade at State House. The engineers secretly built two huge underground bunkers as a secret command center for Zambia. The underground bunkers were bomb-proofed labyrinth equipped with living quarters, a broadcasting station, meeting rooms and a cache of weapons. One bunker lies five levels by elevator beneath the State House. The other is a seven-level basement tucked under a hill in State Lodge area near ZAF twin Palm area. The engineers also built houses along Ngumbo road as well as the former Celtel headquarters and other locations along Presidents Lane.

Sad News;Mrs. Petronella Kawandami Chisanga, a prominent educator, business executive, and entrepreneur best known as the founder of Chudleigh House School in Lusaka has died.

She passed on on Saturday, June13th 2026.
She was a pioneering politician.

She served as a prominent member of the Central Committee for the United National Independence Party (UNIP) during the presidency of Dr.Kenneth David Kaunda.

She also spent 13 years serving as the Managing Director of Zambia National Holdings Ltd, a powerful investment holding company for UNIP, when the Party wasa ruling organization.

She represented Zambia globally, notably serving as a delegate to the historic 1975 UN World Conference on Women in Mexico City, where her insights on political superstructures and women's issues gained international academic recognition.

Our deep condolonces go to her life partner and husband, Patrick Faniel Chisanga and the family.

Her demise was announced by her brother, long-time civil society activist, Brebner Changala.

May her soul rest in eternal peace.

Luanshya Records Localized Viral Haemorrhagic Fever Alert

Zambia has detected a localized Viral Haemorrhagic Fever alert in Luanshya District, on the Copperbelt.

Viral Haemorrhagic Fever is a group of severe, often life-threatening illnesses caused by several distinct families of viruses.

These diseases are characterized by a high fever, damage to the body's vascular system, and an impaired ability for the blood to clot, which can result in internal bleeding

In a statement to ZNBC News, Ministry of Health Permanent Secretary for Technical Services, Dr. Kennedy Lishimpi, said the alert involves a 46-year-old woman from Kafubu Block Farms in Luanshya.

Dr. Lishimpi said the woman presented with symptoms consistent with a Viral Haemorrhagic Fever illness, including severe nosebleeds, vomiting of blood, and extreme weakness.

He said the patient was isolated at Roan Antelope Referral Hospital and remains clinically stable.

Dr. Lishimpi adds that Rapid Response Teams have identified and placed 70 contacts in Luanshya and Ndola under daily 21-day symptom and temperature monitoring, with no secondary symptoms reported so far.

The Ministry further disclosed that preliminary Rapid Diagnostic Test results on the patient's blood sample returned negative for both Ebola and Marburg virus diseases.

Dr. Lishimpi has however noted that Rapid Diagnostic Tests may have reduced sensitivity during the early stages of infection.

He said confirmatory Polymerase Chain Reaction -PCR- and antigen testing is currently underway at the University Teaching Hospital Biosafety Level 3 Laboratory in Lusaka, with final results expected within 24 hours.

Meanwhile, Dr. Lishimpi says following the outbreak of Viral Haemorrhagic Fever and Ebola in DRC, the Government has intensified national preparedness measures.

He said the Copperbelt Provincial Public Health Emergency Operations Centre has also been activated in Active Response Mode.
