What should be done in the Short term with such budget pressure.
1. Prioritization:
Focusing on essential services and reducing discretionary spending.
In my opinion there is no need in spending too on non essential services and services that can wait for tomorrow and only make life saving services. To me Police recruitment was not an emergency, we have lived in the country for decades with shortfall in police, it’s not right but it’s also not a priority.
2. Efficiency Measures:
Improving administrative efficiency to reduce costs without reducing service levels.
If we can manage to improve out put with little or the same input we have right now we can avoid most of this administrative cost that not only has brought less meaning to the revamp of CDF and has increased corruption.
3. Revenue Generation:
Identifying new revenue streams, such as increasing tax revenue or attracting investment. Small scale gold mining should have been made legal with a tight government hand to make sure we have gold deposits in our reserves, rather than having 3 - 4 Cover we should have gold as our reserve base and make the only buy of this gold from small scale mining is the government.
4. Strategic Planning:
Long-term planning, such as the 2025-2027 Medium Term Budget Plan in Zambia, can help navigate financial constraints.
What I have not seen from the ministry of finance is some solid plan on the short term in terms finding solutions in their clusters so that the resource mobilization become everyone’s problem, put on hold some holidays given in the past and hold on the needless expenditure in non productive services.
5. Audit Structure:
In the auditing profession, implementing a solid audit structure can mitigate the negative effects of time budget. Let’s have a tight internal audit so we can prevent pilferage before it happens. Let us be pro-active than reactive.

From 2022 the term budget lost meaning, its is under pressure when the last page is read out in parliament. Maybe let me start explaining what is meant by Budget Pressure!
Budget pressure refers to the financial strain, fiscal constraints, or funding shortfalls experienced when resources are insufficient to meet spending needs.
It arises from rising costs, inflation, or limited revenue. This pressure forces organizations and governments to make difficult choices, such as prioritizing essential services, reducing capital projects, or seeking efficiency.
I am at pains trying to put 1 and 2 together😭.
With this tight budget what government is going to have mass secret requirement of non essential public services like Police and ZNS? Why would you still maintain meaningless tax holidays and all allow capital flight like they don’t care about tomorrow.
Hon Binwell Mpundu has just put it right… wake up! The opposition needs to unite. For the sake of your children please those of you who seek to lead us unite.
Selflessness is about putting yourself last for the better good of others. I learnt this very early in life when my Sunday school teacher taught me the real meaning of J.O.Y (Jesus first, Others in between and Yourself Last).
The writing is on the wall.

CHITEME PUTS MAMA DOROTHY LUBINDO BANDA TO REST IN A SOMBRE MOOD
Thursday, 2nd April 2026.
Today, we joined the Banda family, friends, and the people of Miseshi Ward in Kitwe to lay to rest our beloved mother, sister, and dedicated colleague, the late Dorothy Lubindo Banda.
The burial was marked by deep emotion, unity, and reflection, as we celebrated a life well lived, one devoted to the service of others. Scores of mourners, political leaders, and members of the clergy gathered at Nkana Memorial Park in Kitwe to pay their final respects.
Among the clergy present were Reverend Weston Siwinga, Bishop Charles Lungu, and other church leaders from Mukuba Congregation of the United Church of Zambia.
Hon. Chiteme was visibly moved, having lost not only a committed colleague but also a trusted companion in the struggle for community development. In his short but powerful message of solidarity, Hon. Chiteme encouraged mourners to remain united and to draw closer to one another, just as he shared a close bond with the late Mama Banda.
He further urged mourners not to follow “Umungulu wa salt saana,” emphasizing the importance of sincerity, loyalty, and genuine relationships. He also pledged continued support to the bereaved family even beyond the funeral period.
As we bid farewell to Mama Banda, we are reminded of her strength, dedication, and unwavering commitment to the people. Her legacy will continue to live on in the many lives she touched.
May her soul rest in eternal peace.

I am heartbroken!
Your death has devastated me and our community, my dearest elder sister. You were such a pillar of strength to me and those who shared our common belief for a better Zambia.
You worked tirelessly with me and many others, without demanding for compensation or recognition.
A solid and dependable Chairlady has been lost to us. You were more than just a leader - a guiding light, a selfless champion of change.
Your dedication to Zambia's betterment and your unwavering commitment will be deeply missed 💔.

On my simple mind today is the personal loses my wife and I have made due to the collapse of the main road leading into Chililabombwe.
My forcus today is not an individual but the very institutions that have been placed as oversight bodies to check and verify the works of those so called contractors?
Where is the RDA? Where is NRFA? Where is the NCC?
While VSME have made to pay billions of Kwacha in subscription and registrations I have not seen of their visibility or work on these roads
Why do we have them and why pay hefty Salaries and other benefits to non functional institutions?
Why do we still have them Jobs today when a simple father like me has been made to suffer irreversible loses?
Where are the so called consultants because we look unclothed right now.
I stand to be corrected but why and what is ZNS doing there on a road that as I understand is under PPP and toll fees are collected day in and out?
Why should the very vulnerable be made to cushion the very rich is this country?
Blood has to be drawn, those responsible should be made answered and Jobs given to people that can actually do the works.
We demand answers and refunds for the little, highly tax money from our sweat.

I have never joinied FDD at any point but the honest truth is i have been supporting Hon BM8 because of the intra party nominations and the democracy we all thought we belive in..
Today PF is investigating me if I am an FDD member!
Can you the FDD confirm if I am your member?
I choose to support BM8 because it is a PF constitutional right.
I wont shy away from that. I have the powers according to our party rights.
So before you conclude your investigation let me make your Job easy i have resigned as PF MCC and i am available to any party that will see value in me and like wise the people that we actually help the people of kitwe district not through memo’s but true and physical help.
