There is no one simple answer to the crank arm length debate.
Optimal crank length should be determined purely on one's individual body geometry (muscle length, joint ranges, experience and goals).
By having the correct bike setup one will optimise glut muscle function without compromising hip angles or aerodynamics. Power can only increase with increased glut muscle activation and comfort. All this determines how you will ultimately run off the bike too.
Remember: SPEED = COMFORT + POWER + AERODYNAMICS!
