Parliament’s Standing Committee on Public Accounts (SCOPA) is considering all the evidence presented to them during their enquiry into the RAF and will soon start preparing a report on their findings.

The RAF Oversight Enquiry resumes today. It addresses governance failures, financial mismanagement, and operational issues at the Road Accident Fund (RAF) through witness testimonies and submissions.
This week’s hearings include the National Union of Metalworkers of South Africa (NUMSA), The Legal Practice Council, Former RAF Board Members. In addition Legal Costs and financial management, labour relations and employee treatment, and supply chain management irregularities will come under the spotlight.

RAF Interim Board Sinks the Entity Deeper into Governance Crisis!
The recent appearance of the Road Accident Fund (RAF) Interim Board before the Portfolio Committee on Transport (PCoT) on November 11th, 2025, was nothing short of shambolic and deeply concerning.
The Interim Board, appointed to fix governance issues, has instead created new ones:
Executive Suspensions Kept Secret: They failed to disclose that they suspended four executives just a day before appearing before the PCoT, a decision only revealed after a question from MP Makashule Gana (Rise Mzansi). They offered no clear explanation for these suspensions.
Progress Derailed: APRAV is concerned that these unexplained actions will derail the significant progress made under the suspended Acting CEO, where we saw commendable strides in settling old claims and speeding up payouts to road crash victims.
Unlawful CEO Appointment? The Board's appointment of Mr. Victor Songelwa as "Acting" or "Interim" CEO was also questioned, with the possibility that the decision may be unlawful, especially since Mr. Songelwa recently testified to SCOPA that he was no longer an RAF employee.
Protection of Controversial Official: They also avoided answering questions regarding media reports that they are defending the head of forensics who has adverse SIU findings from a previous employer.
The RAF continues to struggle with governance, evidenced by yet another adverse finding by the Auditor General due to the unlawful IPSAS42 accounting standard.
APRAV calls on the Minister of Transport to:
* Whip the Interim Board into governance shape.
* Immediately withdraw the unlawful operational changes introduced by the previous board.
* Speed up the appointment of a permanent RAF board.
Victims deserve an entity focused on compensating them, not one sinking further into chaos!

SCOPA Investigation into the RAF: Day 2 - Governance Failures Exposed!
The SCOPA investigation continued its meticulous work on Day 2, confirming widespread governance failures within the RAF, going back years.
Chairperson Hon. Songezo Zibi expertly led the committee in probing senior officials from the AG, National Treasury, and others. The focus was sharp:
Uncovering who did what, why, and under what authority regarding RAF procurement.
Determining who "allowed" the ex-CEO and Board to operate unchecked.
Seriously challenging the unlawful Board Notice 271 of 2020, which is causing major concerns about 170,000 unrecorded claims and the exclusion of crash victims.
This investigation is thorough, aims for full accountability, and shows no fear of "sacred cows."
