South Africa has set an ambitious target to fully roll out its long-awaited mining cadastre system by March 2027 – a reform widely viewed as critical to restoring investor confidence and unlocking new exploration investment.
The digital mineral rights registry will provide greater transparency, improve licensing efficiency and modernise the administration of mining and prospecting rights across all nine provinces.
For years, industry stakeholders have identified a modern cadastre as one of the most important reforms needed to improve regulatory certainty and attract investment. As competition for mining capital intensifies across Africa, efficient permitting systems are becoming a key differentiator for mining jurisdictions.
While significant challenges remain, including the migration of decades of historical mineral rights data, the next ten months could prove pivotal for South Africa's mining sector and its ability to compete in the global race for critical minerals.
