🌍 Blue-Green-Earth: Transcending Administrative Boundaries toward Networks of Life
In reality, water has never ceased to flow because of provincial lines, and cultural roots have never truly been separated by geopolitical borders. “Blue-Green-Earth” is a visionary territorial development framework designed to guide Thailand’s Upper Central Provinces (Chainat, Sing Buri, Ang Thong, and Phra Nakhon Si Ayutthaya) toward a sustainable future across three interconnected systems:
• 🌊 BLUE (Water Systems): Seamlessly linking irrigation and hydrological management across the Chao Phraya River Basin to bolster flood resilience.
• 🌱 GREEN (Agro-Ecological Systems): Elevating landscapes into safe, high-value agricultural networks to secure regional food supplies.
• ⛰️ EARTH (Humanity & Culture): Celebrating local wisdom, architecture, and river basin culture, driven by local entrepreneurs and the younger generation.

ในโลกแห่งความเป็นจริง... สายน้ำไม่เคยหยุดไหลตามแรงโน้มถ่วงเพราะเส้นแบ่งเขตจังหวัด และรากเหง้าทางวัฒนธรรมก็ไม่เคยถูกแยกออกจากกันด้วยเขตการปกครอง นี่คือหัวใจของ “Blue-Green-Earth” กรอบแนวคิดการพัฒนาเชิงพื้นที่และสิ่งแวดล้อมมิติใหม่ ที่มุ่งขับเคลื่อนกลุ่มจังหวัดภาคกลางตอนบน (ชัยนาท สิงห์บุรี อ่างทอง และพระนครศรีอยุธยา) สู่ความยั่งยืนในระดับสากล ผ่าน 3 ประสานสำคัญ:

• 🌱 GREEN (พืชพรรณ): การยกระดับเกษตรปลอดภัย เกษตรมูลค่าสูง เพื่อความมั่นคงทางอาหารและเศรษฐกิจฐานราก
• ⛰️ EARTH (สรรพสิ่งและมนุษย์): การขับเคลื่อนด้วยสถาปัตยกรรม ภูมิปัญญาท้องถิ่น และวัฒนธรรมลุ่มน้ำ โดยมีกลุ่มเยาวชนรุ่นใหม่และปราชญ์ชาวบ้านเป็นฟันเฟืองสำคัญ

This strategic initiative is spearheaded by Mr. Waradisorn Onnuch (Governor of Sing Buri Province) and Senator Cheewapap Cheewatham. Providing academic precision and spatial design leadership is King Mongkut’s Institute of Technology Ladkrabang (KMITL), led by Associate Professor Surasak Kangkhao, Associate Professor Dr. Chaturong Louhapensang, and Mr. Kowit Khwansrisut, alongside dedicated academic teams from Kasetsart University, Thammasat University, and related regional agencies.

📌 4 Prototype Projects / 4 พื้นที่ต้นแบบ พลิกโฉมเมืองและวิถีชีวิต
1️⃣ Singburi Sandbox: Mae La Model (Sustainable Wetland Management / แม่ลาโมเดล)
• As Sing Buri's only Cabinet-recognized wetland, the Mae La Canal is being transformed into an ecological water-based tourism corridor connecting four districts: In Buri, Bang Rachan, Mueang Sing Buri, and Tha Chang. Backed by the Sing Buri Provincial Administrative Organization (PAO), the project implements technical water-retention weirs. At the policy level, the Senate Standing Committee on Natural Resources and Environment actively monitors and advances the legal and budgetary frameworks.
• ฟื้นฟู "ลำน้ำแม่ลา" พื้นที่ชุ่มน้ำระดับท้องถิ่นเพียงแห่งเดียวของสิงห์บุรี โดยการออกแบบฝายกั้นน้ำเพื่อรักษาสมดุลตลอดปี และจัดการวัชพืชอย่างเป็นระบบภายใต้การดูแลของ อบจ.สิงห์บุรี เพื่อยกระดับสู่เส้นทางท่องเที่ยวเชิงนิเวศเชื่อมโยง 4 อำเภอ (อินทร์บุรี, บางระจัน, เมืองสิงห์บุรี, ท่าช้าง) โดยมี คณะกรรมาธิการทรัพยากรธรรมชาติและสิ่งแวดล้อม วุฒิสภา คอยผลักดันเชิงนโยบายและงบประมาณ

2️⃣ Nong Or Project: Learning & Resilience Lab (โครงการพัฒนาพื้นที่ "หนองอ้อ" จังหวัดสิงห์บุรี)
• Spanning approximately 267 rai, this project serves as a "Living Laboratory" for climate adaptation. It establishes a massive retention basin capable of mitigating both floods and droughts to support over 7,000 rai of agricultural land. Operating under Thailand's BCG (Bio-Circular-Green) Economy model, it integrates smart agriculture, zero-burning practices, low-carbon urban development, and grassroots wellness programs.
• พลิกฟื้นพื้นที่ 267 ไร่ ให้เป็นแก้มลิงและแหล่งกักเก็บน้ำสาธารณะเพื่อช่วยพื้นที่เกษตรกรรมกว่า 7,000 ไร่ มุ่งสร้างโครงสร้างพื้นฐานเชิงนิเวศรองรับภัยแล้งและน้ำท่วม (Climate Resilience) สอดคล้องกับแนวคิด BCG Economy ที่เน้นเกษตรอัจฉริยะ ลดการเผา และสร้างเศรษฐกิจชุมชนผ่านพืชพรรณสมุนไพรและเวลเนส
3️⃣ Covered Canal District Revitalization: Creative Urban Core (ฟื้นฟูพื้นที่ฝาครอบคลอง สู่เมืองสร้างสรรค์สิงห์บุรี)
• The Municipality of Sing Buri is leading an urban regeneration initiative along Highway No. 309. Transforming the covered canal corridor, the masterplan envisions a "Walkable & Connected City" with pedestrian-centric streetscapes, EV shuttle systems, and "Park & Walk" nodes. It also champions a circular economy by upgrading fresh markets into Zero-Waste Eco-Markets and utilizing Adaptive Reuse to turn vacant state buildings into youth innovation hubs.
• เทศบาลเมืองสิงห์บุรี ร่วมพลิกโฉมพื้นที่ฝาครอบคลองและเศรษฐกิจรอบทางหลวงหมายเลข 309 สู่ "Walkable & Connected City" (เมืองเดินได้) จัดระบบ Park & Walk รองรับรถไฟฟ้า EV ยกระดับตลาดสดสู่ Eco-Market (Zero Waste) และนำอาคารร้างมาปรับใช้ใหม่ (Adaptive Reuse) ให้เป็น City Lab และ Creative Hub ของเยาวชน พร้อมเชื่อมโยงโครงข่ายริมน้ำใต้สะพานบางระจันแห่งใหม่

4️⃣ Chaiyo Multicultural Urbanism & Pa Mok Waterfront (ชัยโยพหุวัฒนธรรม & ป่าโมกยั่งยืน จังหวัดอ่างทอง)
• Chaiyo Cultural Living Lab: Reimagining the Ban Makham Market corridor from a transit point into an experiential destination. It weaves together the multicultural heritage of the Thai Buddhist (Wat Chaiyo Worawihan), Ban Chawai Muslim Halal, and Lao Wiang communities into a sustainable creative economy.
• Pa Mok Blue-Green-Earth Waterfront: Reclaiming flood-prone industrial riverfront areas along the Chao Phraya River to build a prototype wellness city. Using Adaptive Reuse, old warehouses are turned into civic spaces and a striking Skywalk Loop, seamlessly connecting urban life, sports, and ecology.
• Chaiyo Cultural Living Lab: แผนแม่บทฟื้นฟูตลาดบ้านมะขาม อำเภอไชโย เปลี่ยนพื้นที่ผ่านให้เป็น "พื้นที่แห่งประสบการณ์" ถอดรหัสทุนทางวัฒนธรรม 3 สายราก ทั้งไทยพุทธ (วัดไชโย) ชุมชนมุสลิมฮาลาลบ้านชะไว และชุมชนลาวเวียง สู่เศรษฐกิจสร้างสรรค์
• Pa Mok Waterfront: พลิกโฉมพื้นที่โกดังและอุตสาหกรรมเก่าริมน้ำป่าโมก ให้กลายเป็นเมืองสุขภาวะและพื้นที่สาธารณะร่วมสมัย ด้วยแนวคิด Architecture as Landscape ไฮไลต์เด่นคือ Skywalk Loop ที่เชื่อมโยงกิจกรรมและผู้คนเข้ากับสายน้ำอย่างสมบูรณ์

Under the theme “Ramkhamhaeng District Design – Transit-Oriented Development (TOD)”, students explored urban systems through both collective strategies and individual design visions. From city-scale planning to architectural details, each project contributed to a cohesive and forward-thinking urban framework.

The session was structured into two parts:
• Morning: Overall presentations and collective evaluation of all projects
• Afternoon: Group-based critiques with in-depth feedback and scoring by invited experts and faculty

Assoc. Prof. Surasak Kangkhao and Assoc. Prof. Dr. Chaturong Louhapensang, together with the Heritage Academic and Research Center (HARC) network from King Mongkut's Institute of Technology Ladkrabang, participated in a consultation meeting at Ayutthaya Provincial Hall to discuss a research and development project on systemic flood management for Thailand’s Upper Central Provinces.

The project seeks to transform flood crises into opportunities through Sustainable Flood Risk Management (SFRM) integrated with the Bio-Circular-Green (BCG) Economy model. It introduces a Geo-Agri-Urban strategy emphasizing ecological buffer zones, adaptive urban design, flood-resilient agriculture, and smart water technologies (GIS and IoT). A pilot sandbox area covering Chainat, Sing Buri, Ang Thong, and Phra Nakhon Si Ayutthaya will support balanced flood retention and reduce downstream impacts within the Chao Phraya River Basin.

Expected outcomes include reduced flood risks, stronger local economies, ecological restoration, and improved quality of life through integrated and data-driven regional water management.
