22 февраля 2025г. Негосударственное научное учреждение «Караван знаний» проводит свой научный семинар на тему: «Концепция внешней политики Узбекистана».
Концепция внешней политики Узбекистана была принята в 2012 году и носит закрытый характер. В настоящее время ведется работа над новой Концепцией. НННУ «Караван знаний» предлагает обсудить в научном сообществе вопросы, связанные с проблемами и направлениями совершенствования внешней политики Узбекистана. По итогам семинара будет издан аналитический доклад (policy-brief).

2025 yil 22 fevral kuni “Bilim Karvoni” nodavlat ilmiy muassasasi o’zining navbatdagi ilmiy seminarini o’tkazadi. Seminar mavzusi: “O’zbekiston tashqi siyosat konsepsiyasi”.
O’zbekiston tashqi siyosat konsepsiyasi 2012 yilda qabul qilingan bo’lib, u yopiq xarakterga ega. Ayni vaqtda yangi Konsepsiya ustida ishlar olib borilyapti. “Bilim karvoni” NNIM ilmiy doirada O’zbekistonning tashqi siyosati muammolari va takomillashtirish yo’nalishlariga oid masalalarni muhokama qilishni taklif etadi. Seminar natijalari asosida tahliliy ma’ruza (policy-brief) tayorlanadi.

2024 йил 1 ноябр куни “Билим карвони” нодавлат илмий муассасаси “Ўзбекистонда энергетика хавфсизлиги ва АЭС қуриш масаласи” мавзусида ўзининг илмий конференциясини ўтказади.

2024 йил май ойида Ўзбекистонда АЭС қуриш бўйича расмий қарор қабул қилинди. Мазкур қарор мамлакатнинг энергетик эҳтиёжлари ва яшил энергетикага ҳамда углерод нейтраллигига ўтиш зарурлигидан келиб чиқди. АЭС қуришнинг нафақат энергетик жиҳатлари мавжуд, балки бир қатор бошқа жиҳатлари ҳам бор; улар атом энергиясини ишлаб чиқаришнинг ўзига ҳос ҳусусиятлари, унинг йирик ҳатарлар билан боғлиқлиги ҳамда одамларнинг атом энергиясини қурол сифатида тасаввур этиши билан боғлиқдир. Шунинг учун ушбу масалани унинг энергетик, иқтисодий, экологик, геосиёсий ва бошқа жиҳатларини аторфлича кўриб чиқиб таҳлил қилиш зарур. Конференциянинг якуни сифатида манфаатли давлат идоралари ҳамда фуқаролик жамияти институтлари учун таҳлилий маъруза ишлаб чиқилади.

1 ноября 2024г. Негосударственное научное учреждение «Караван знаний» проводит свою научную конференцию на тему: «Энергетическая безопасность страны и проблема строительства АЭС в Узбекистане».

В мае 2024 г. было принято официальное решение о строительстве АЭС в Узбекистане. Это решение было обосновано растущими энергетическими потребностями страны и необходимостью перехода к зеленой энергетике и углеродной нейтральности. Вопрос строительства АЭС имеет не только энергетический аспект, но ряд других, в силу специфики производства атомной энергии и ее сопряженности с огромными рисками и восприятия людьми атомной энергии как оружия. Поэтому данный вопрос необходимо всесторонне рассмотреть и проанализировать, с учетом не только энергетических, но и экономических, экологических, геополитических и других аспектов. Итогом конференции станет разработка соответствующего аналитического доклада для заинтересованных государственных ведомств и институтов гражданского общества.

"New Global Order: Illusion or Reality?"

Summary of the presentation at the Webster University in Tashkent on 9.04.2024

- My answer to the question in the title is: Neither illusion nor reality but an urgent need of the international community. The world lives in the condition of global disorder; and this disorder must be fixed (before it is too late).
- Discussion about world order are often based on the concept of international community. But what is international community? As Hans Morgenthau showed in his book “Politics among Nations”, the humankind is united about the abstract value of peace but divided about the concrete case of war; united psychologically, divided functionally.
- How to define the world order? I define it as follows: It is a holistic complex/system of interaction of the actors of IR and world politics ruled by international law or by means of diplomacy.
- How to create world order? There is a concept of world state. It means: if and international organization such as the United Nations were given authority over global affairs, and were also given the ability to enforce that authority, it is sometimes argued that war and violence would be curtailed, regardless of cause. Is the enigma of world order hidden inside the United Nations? Can it be a world state? Yes, but only if it is deeply reformed. Let’s remember League of Nations’ fate which, in fact, lived for 20 years. United Nations has lived for almost 80 years and still is the only global and universal organization.
- Joseph Nye: "Pessimists look at China’s population size and economic growth rates and believe they will prevail. But if we treat our allies as assets, the combined military strength and economic wealth of Western-aligned democracies — the United States, Europe, Japan — will far exceed that of China well into this century". – So my question is: Are Western-aligned democracies really aligned?
- Harari on liberalism: “In 1938 humankind could choose from three global projects (Fascist, Liberal and Communist); in 1968 – from two (Communist and Liberal); in 1998 – it seemed there is only one (Liberal); by 2018 we have no one”. – So my question is: Can/will humankind live without global ideological project?
- President Biden announced that in December 2021 he would bring together leaders from a diverse group of the world’s democracies at a virtual Summit for Democracy, to be followed in roughly a year’s time by a second, in-person Summit. The virtual Summit, which took place on December 9 and 10, 2021, galvanized commitments and initiatives across three principal themes: defending against authoritarianism, fighting corruption, and promoting respect for human rights. Following a year of consultation, coordination, and action, President Biden invited world leaders to gather once more to showcase progress made against their commitments. Both Summits were supposed to bring together heads of state, civil society, philanthropy, and the private sector, serving as an opportunity for world leaders to listen to one another and to their citizens, share successes, drive international collaboration, and speak honestly about the challenges facing democracy so as to collectively strengthen the foundation for democratic renewal. – So my question is: Is there any progress of this Summit?
- Who will create, or who should be responsible for the creation and maintaining of the world order? And what will/should be the role/responsibility of small states in world order?
- After the collapse of the former Soviet Union, Russia tried its best to prevent complete disintegration of this vast geopolitical space and to preserve its imperial control over this space where Moscow tried to embody its own version of the “Monroe Doctrine”. But whether countries in that former Soviet space want to accept Russia’ Monroe Doctrine – is a vital question.
- Let’s make a projection of the new world disorder onto 1/6th of Earth: this vast space has been experiencing geopolitical transformation and this turbulence is still unfinished and even seems infinite. And this uncertain condition yielded a small countries’ sophisticated modus vivendi of Central Asian countries which finds themselves forced to maneuver between Euro-Asian vs Euro-Atlantic international systems.
- Let’s make a projection of the NWO/disorder onto great power self-confident modus operandi. What should be their responsibility and role? Take for instance, 2022 US Strategy on Central Asia: is it declarative or resolute? In this regard, are small states doomed only to maneuver between great powers?
- NWO should not be conceived as an extremely abstract notion: it should be dialectically comprehended: domestically, people and countries must understand and acknowledge that there is the world community with its global and universal rules and principles; globally the world community should acknowledge that there are countries and peoples with their individual interests, characters and needs. How can the global and universal be reconciled with the local and individual?
- Related to the world order concept is the problem of WMD. There are different approaches to this problem. Two schools of thought on WMD: 1) the more, the better; 2) the less, the better. This dilemma needs to be addressed. Erstwhile relatively efficient principle “Deter the enemy and deter yourself” may not work now, when a nuclear power doesn’t consider the nuclear weapon as the last resort but as the weapon of choice.
- By and large, ecosystem of the NWO represents by itself a broad spectrum of issues: great powers; small states; UNGA, UNSC; WMD; sovereignty and nationalism of nations; arms control; universal versus local values, freedoms and rights; ideologies and religions; conventional and non-conventional threats; technology (digitalization and AI), and so on.
- Ultimate question on NWO is: will the NWO be States-driven; Human-driven; AI-driven; Climate-driven; or God-driven?

⭐️ Dr. Tolipov was a National Professional at the OSCE Center in Tashkent for 6 months. He was a Fellow at the NATO Defense College (Rome), a Fellow at Harvard University (USA), a Visiting Professor at the University of Georgia (USA), a Visiting Professor at the Middle East Technical University (METU) Ankara, Visiting Researcher at the Atilim University in Ankara, a Lecturer at the George Marshall European Center for Security Studies, Fellow at Geneva Center for Security Policy, and Lecturer at the OSCE Academy in Bishkek.

🧳 He received his doctorate in Political Science from the University of World Economy and Diplomacy in Tashkent. Currently, he is a Director of the non-government Research Institution "Bilim Karvoni" ("Knowledge Caravan") in Tashkent.
